2024年度，浦东海事局辖区共开展PSC检查337次，发现缺陷962项，滞留船舶22艘次，滞留率为6.5%。

典型缺陷

The quick-close valves

-Nature of Deficiency：

The quick-close valves of the H.F.O service tank and H.F.O. settling tank (starboard side) were unable to be closed from the outside of the engine room during inspection.

Oil fuel pipes, which, if damaged, would allow oil to escape from a storage, settling or daily service tank having a capacity of 500L and above situated above the double bottom, shall be fitted with a cock or valve directly on the tank capable of being closed from a safe position outside the space concerned in the event of a fire occurring in the space in which such tanks are situated.

-分析：

规则要求：对于如有损坏会使燃油从设在双层底以上的容积500L及以上的储存柜、沉淀柜或日用柜溢出的燃油管，应为其在油柜上直接装设一个旋塞或阀门，该旋塞或阀门应能在此种油柜所在处所失火时从有关处所外的安全位置予以关闭。该船H.F.O.日用柜和沉淀柜（右舷侧）的快速关闭阀在检查期间无法从机舱外部关闭。不符合规则要求。

The fixed water based local application fire fighting system

-Nature of Deficiency：

The fixed water based local application fire fighting system can not be activated at both auto-start and manual electrical-start modes,and the water pump can not be started on the control panel at manual-start mode.

Machinery spaces of category A above 500m³ in volume shall, in addition to the fixed fire-extinguishing system required in paragraph 5.1.1, be protected by an approved type of fixed water-based or equivalent local application fire-fighting system, based on the guidelines developed by the Organization. *In the case of periodically unattended machinery spaces, the fire fighting system shall have both automatic and manual release capabilities. In the case of continuously manned machinery spaces, the fire-fighting system is only required to have a manual release capability.

-分析：

规则要求：容积超过500m³的A类机器处所，除应装设固定式灭火系统外，还应由一个经认可的固定式水基或等效的局部灭火系统保护。对于周期性无人值班机器处所，该灭火系统应能自动和手动释放。而该船的固定式水基局部应用灭火系统无法在自动启动和手动电气启动模式下激活，且在手动启动模式下无法在控制面板上启动水泵。不符合规则要求。
