23-24年澳大利亚PSC检查概况
2023年7月-2024年8月澳大利亚的170艘次滞留船舶。
按船舶类型统计:散货船滞留125次,化学品/油轮8次,集装箱船20次,其他类型船17次。
按船舶年龄统计:分别对0-5年3次、5-10年19次、10-15年75次、15年以上73次。
不同港口的检查数量:如纽卡斯尔 35 次、丹皮尔和沃尔科特港 26 次、格拉德斯通 21次。
滞留缺陷分析:滞留缺陷数量245条,传统的老哥几个,ISM 68条;fire safety 38条;water tight 29条;lifesaving 27条;pollution 26条;emergency system 22条;MLC 12条;其他23条。
二、主要缺陷项目
(一)ISM缺陷
主要来自散货船和集装箱船,包括图表、封闭空间、消防、演练、报告等一系列小缺陷导致ISM缺陷,甚至船舶被滞留。
15106 The safety management system, as implemented on board, fails to ensure effective implementation of Element 7 of ISM code as evidenced by more than 20 paper charts (as back-up arrangement for ECDIS) and several nautical publications were not available on board during previous voyage from Zhoushan to Newcastle. (for instance NP15, NP 83, NP 283 (2))
某船从舟山到纽卡斯尔的上一航次中,船上缺少20多张纸质海图和一些航海出版物(作为电子海图的备份),导致船上未能有效实施体系第7要素。
15107 Main engine failure, loss of power and Flooding staff not familiar with implementation of drills. 15107 船员不熟悉主机故障、动力丧失演习的实施。
15108 Objective evidence that defective Auxiliary Boiler not reported to Flag, Class or Port State control. 15108 有证据表明未向船旗国、船级社或港口国监督机构报告锅炉缺陷。
(二)消防安全缺陷
07105 Engine Room bottom plate fire door frame wasted. Seal missing. 30
机舱底板防火门框损坏,密封缺失。
07199 Exposed hot surfaces above 220Deg-C on exhaust manifolds on generator no.1 and 2 17
1号和2号发电机排气歧管上220℃以上的暴露热表面
07199 Class A self closing fire doors for paint room and forward hydraulics room lashed open against self closing mechanism. 17/10
油漆间和前液压室的A级自闭防火门被绑在打开位置。
04121 Crew unfamiliar with operation of fixed CO2 suppression system 17/10
船员不熟悉固定CO₂灭火系统的操作。
(三)水密/风雨密条件缺陷
03112 Sewage overboard discharge valve – leaking on 4 locations. 30 污水排放阀在4个位置泄漏。
03112 Pin hole in Engine room . 17机舱管线有孔洞。
所有货舱的入口舱口盖不能风雨密关闭。
03108 Fresh water tank air vent head cover plate not secured. 17/10 淡水舱通风头盖板未固定。
03104 No.1 cargo hatch damaged on starboard side
1号货舱右舷损坏。
(四)劳工公约
18321 Accommodation air conditioning system insufficient. #2 air handling unit inoperative. 99- clall&maker 1 month。
18321 住宿空调系统不足。#2 空气处理机组无法运行。
18314 Insufficient fresh provisions on board until next storing port. 17
船上新鲜食物储备不足。
Manhole cover in bosun store were not tighten
水手长仓库的人孔盖未拧紧。
18425 No safety guard at top of monkey island vertical ladder, and bottom of stanchion corroded and holed。17
18425 罗经平台垂直梯顶部没有安全防护装置,支柱底部腐穿。
18408 220 V insulation monitor defective at main switchboard. 220 V low insulation alarm active at emergency switchboard.
18408主配电板上的220V绝缘监测器有故障。应急配电板上的220V低绝缘报警激活。
(五)航行安全缺陷
10109 Port & Starboard Navigation Side lights shadow sector not in accordance with COLREGs. 、Masthead lights not as required. 17/10
左右舷导航侧灯阴影扇形不符合规则,桅顶灯不符合要求。
10109 Stern light horizontal sector not in compliance with COLREGs - masthead light is in use as stern light. 17/10
尾灯水平扇形不符合《国际海上避碰规则》—— 桅顶灯被用作尾灯。
10112Cross track distance (XTD) setting in ECDIS insufficient forsafe navigation - XTD set for 0.1 nautical mile for coastal navigation and 0.5 nautical mile for open sea passage. Navigation watchkeeping officers not aware of company procedure for minimum cross track setting in ECDIS. 17
ECDIS中XTD设置不足以保证安全航行,沿海航行设置为 0.1 海里,大洋设置为 0.5 海里。值班驾驶员不知道公司关于电子海图最小偏航距离设置的程序。
10127 Cross track limit (XTL) set at maximum of 1.0 nm throughout next voyage. This is not sufficient for effective voyage planning and monitoring and collision avoidance manoeuvres。99
下一航次全程将偏航限制(XTL)设置为最大 1.0 海里。
(六)救生设备缺陷
11104 Rescue boat petrol fuel tanks are no specially protected against fire and explosion. Portable fuel tanks are located under console that is mounted with electrical switches and charger. Cable penetration between fuel tank compartment and starting battery compartment not gas tight. 99, Class, before departure
救助艇汽油油箱没有针对火灾和爆炸的特殊防护。便携式油箱位于装有电气开关和充电器的控制台下方。油箱舱和启动电池舱之间的电缆穿孔不气密。
11131 Free fall lifeboat not maneuvred in water away from mothership for more than 3 months.15

11199 Forward liferaft working language instructions not as per English instructions and poster. 17
前部救生筏的工作语言说明不符合英文说明和张贴。
(七)货物操作包括设备缺陷
多数在集装箱船上发现
06104 110 ISO foundation sockets( marked) between bays 01-62 substantial corrosion. 99, class 90days
在 01 - 62 贝位之间的 110 个 ISO 基础插座(有标记)严重腐蚀。
06107 Two heavy over light containers at bay 56 row 15/16/90 not in compliance with cargo securing manual. 17/10
06107 Cargo containers loading in bays 13,39 and 51 is not accordance with the approved Cargo securing manual 17/10
均为不符合系固手册要求。
(八)结构状况缺陷
02108 MSB 220V earth fault indicating fault in one phase 02108 主配电板 220V 接地故障02108 Electrical cable for stern navigation light damaged 显示一相有故障艉灯的电缆损坏
02108 MSB 220 V indicating low insulation 主配电板 220V 显示绝缘低
02108 Main switchboard 220V push button for earth fault test defective. 主配电板 220V 接地故障测试按钮有故障。
02108 Emergency batteries: Metal connector bar on GMDSS Batteries no insulation protection. 应急电池:GMDSS电池上的金属连接条没有绝缘保护。
02108 The emergency generator monitoring panel defective应急发电机监控面板有故障
其他结构缺失或锈蚀损坏
三、PSC检查流程
图片此外,保持好接待尺度,尊敬与不卑不亢态度的掌握也很重要。虽要据理力争,但也要避免与其发生激烈争吵。
最后避免出现上述问题,查缺补漏。祝所有船舶都能顺利通过检查。
