01 整体情况
1、基本检查情况
2022年1月东京备忘录地区共开展PSC检查1711艘次,发现缺陷3235项,滞留船舶47艘次,滞留率为2.75%。
2、船舶滞留情况
1月份11个国家/地区实施了滞留,俄罗斯联邦滞留船舶艘次最多,共滞留了11艘次,其次是澳大利亚、印度尼西亚各8艘次。
滞留率最高的国家/地区依次是:俄罗斯联邦,10.38%;韩国, 5.06%;澳大利亚,4.79%;印度尼西亚,4.08%;中国, 3.69%。
3、滞留缺陷类别分布
1月份共开出滞留缺陷180条,占据首位的是航行安全缺陷,排名二、三位的依次是ISM和消防安全缺陷。

1、未持有燃油消耗报告符合声明
缺陷描述:
Fuel oil consumption reporting not presented on board.
船上未持有燃油消耗报告符合声明。

Regulation 27:Collection and reporting of ship fuel oil consumption data
1.From calendar year 2019, each ship of 5,000 gross tonnage and above shall collect the data specified in appendix IX to this Annex, for that and each subsequent calendar year orportion thereof, as appropriate according to the methodology included in the SEEMP.
分析:
自2019年1月1日起,所有5000总吨及以上的国际航行船舶应收集船舶能耗数据并向主管机关报告该数据,并自2020年起每年6月1日前船舶应持有主管机关或其认可组织(RO)签发的燃油消耗报告符合声明,未持有有效的燃油消耗报告符合声明(自下一年6月1日起)将被视为滞留缺陷。
燃油消耗报告的符合声明在主管机关签发年及下一日历年的前五个月有效。如果船舶船旗发生变更,则该符合声明在主管机关签发的当年,以及次年一整年,及第三年的前五个月内有效。所有的符合声明在其有效期限内应保存在船备查。
2、未核查强度、稳性和驾驶台视域
缺陷描述:
When containers loaded on upper deck and hatch cover, the strength & stability & cargo securing & visibility not checked.
当集装箱装载在上甲板和舱口盖上时,船舶的强度、稳性、货物系固和视域未检查。

Regulation 5:Stowage and securing
1. Cargo, cargo units and cargo transport units † carried on or under deck shall be so loaded, stowed and secured as to prevent as far as is practicable, throughout the voyage, damage or hazard to the ship and the persons on board, and loss of cargo overboard.
2. Cargo, cargo units and cargo transport units shall be so packed and secured within the unit as to prevent, throughout the voyage, damage or hazard to the ship and the persons on board.
5. Freight containers shall not be loaded to more than the maximum gross weight indicated on the Safety Approval Plate under the International Convention for Safe Containers (CSC), as amended.
6. All cargoes, other than solid and liquid bulk cargoes, cargo units and cargo transport units, shall be loaded, stowed and secured throughout the voyage in accordance with the Cargo Securing Manual approved by the Administration.

根据上述SOLAS公约要求,在甲板上或甲板下载运的除散装固体和液体货物以外的所有货物、货物单元和货物运输单元,在整个航程中,应按主管机关认可的《货物系固手册》进行装载、积载和系固;应尽可能防止在整个航程中对船舶和船上人员造成损害或危险,以及防止货物落水灭失。浦东海事局曾连续两次对某外籍船舶在长江口航道就提前开始对集装箱货物解绑、拆除舱口盖系固设备采取过滞留措施。希望相关船舶和公司以案为戒,加强驾驶员稳性计算、绑扎系固方面的培训,做到绑扎系固记录台账清晰完整,系固设备完好无损,并在靠泊完成后才能开始解绑工作。
3、水雾灭火系统失效
缺陷描述:
Water mist fire system for engine room in the steering room -inoperative.
位于舵机室的机舱水雾灭火系统失效。

S74/CII-2/R10.5.6
5.6.1 Paragraph 5.6 shall apply to passenger ships of 500 gross tonnage and above and cargo ships of 2000 gross tonnage and above.
5.6.2 Machinery spaces of category A above 500 m3 in volume shall, in addition to the fixed fire-extinguishing system required in paragraph 5.1.1, be protected by an approved type of fixed water-based or equivalent local application fire-fighting system, based on the guidelines developed by the Organization.In the case of periodically unattended machinery spaces, the fire fighting system shall have both automatic and manual release capabilities. In the case of continuously manned machinery spaces,the fire-fighting system is only required to have a manual release capability.
5.6.3 Fixed local application fire-fighting systems are to protect areas such as the following without the
necessity of engine shutdown, personnel evacuation, or sealing of the spaces:1.the fire hazard portions of internal combustion machinery used for the ship’s main propulsion and power generation;.2.boiler fronts;3.the fire hazard portions of incinerators; and 4. purifiers for heated fuel oil.
5.6.4 Activation of any local application system shall give a visual and distinct audible alarm in the protected space and at continuously manned stations. The alarm shall indicate the specific system activated. The system alarm requirements described within this paragraph are in addition to, and not a substitute for, the detection and fire alarm system required elsewhere in this chapter.

根据上述SOLAS公约要求,500总吨及以上的客船和2,000总吨及以上的货船如容积超过500 m3的A类机器处所,应安装一个经认可的固定式水基或等效的局部灭火系统,以保护主机、发电机、锅炉、焚烧炉以及分油机等,最常见的是压力水雾灭火系统。如船舶符合周期性无人值班要求,该系统应满足自动和手动释放要求,如是连续有人值班机舱,仅需设置手动释放。局部压力水雾灭火系统常见缺陷有:系统控制电源(主电源和应急电源)被关闭、自动释放出口阀被关闭、淡水压力柜水位低、系统启动时不能在被保护的处所和连续有人值班的处所发出声光报警。
04 部分缺陷列举
1. Free-fall lifeboat release not reset in accordance with manufacturer's instructions. Hook reset indicators misaligned.
2. Guard rail/ handrail near STBD boat deck and forecastle deck damage/ missing
3. Vessel freshwater supply system frozen- crew receives fresh water directly from open deck manhole in provision store room.
4. Vertical ladder(height around 5 M) from steering gear deck to emergency fire pump not protected by back protection (safety cage).
