2019年第二季度,上海港共检查船舶230艘次,滞留船舶27艘次,滞留率为11.74%。滞留船舶的数量大大超过2019年第一季度滞留数量(12艘次),滞留率较上一季度也提升了5.52%。
本期将对第二季度上海港PSC检查船舶滞留情况进行汇总~~
滞留的27艘船舶中,共发现176项缺陷,滞留船舶平均缺陷数为6.37项。滞留缺陷共 68项,滞留船舶平均滞留缺陷为2.52项。
下面来看看滞留船舶及滞留缺陷分布~
1.滞留船舶船型分布:
滞留的27艘船舶中,散货船有9艘次,占所有滞留船舶的1/3。然后依次是多用途船(7艘次),集装箱船(5艘次),油船(3艘次)。
2.滞留船舶所有缺陷性质分布(前十大):
所有缺陷中涉及防污染、航行安全以及主辅机等方面的缺陷比较多,占了近一半。
3.滞留(30)缺陷性质分布:
在导致船舶被滞留的缺陷中,涉及ISM、防污染、应急系统、主辅机以及航行安全方面的缺陷比较多。
1.防污染类缺陷
The hydraulic oil pipe and cylinder of hatch cover operating system leaking seriously and oil overflow to main deck directly.
舱盖操作系统的液压油管和油缸泄漏严重,油溢出到主甲板。

The blower of sewage treatment plant kept close and the UV sterilizer failed,and key engineer not familiar with the operation with the sewage treatment plant.
生活污水处理装置鼓风机处在关闭状态,紫外线消毒失效,且主要船员不熟悉生活污水处理装置相关操作。

Oily water discharged at 1045hrs on 16-04-2019 in LYU HUA SHAN ANCHORAGE.
2019年4月16日1045时,船舶在绿华山锚地排放含油污水。
依据MARPOL Annex I, M73/78/ANI/R15
Sludge found in the overboard pipe from cargo & slop tank, and greasy dirt was observed on the ship's hull of the pipe during inspection. The certain pipe was used for discharging oily water on 25-04-2019.
货舱和污油水舱舷外管内发现油泥,且船壳上有油污,该管系2019年4月25日用于排放油污水。

2.主辅机类缺陷
The ship presented a danger which demonstrated by she unable to be manoeuvred freely in the narrow channel of CJK water area due to damage of No.6 M/E air start valve. Morever, overhaul record(running hours 21584 till 24th May 2019) of the rest five starting air start valves fitted on No.1 to No.5 M/E cylinder head could not be presented by ship's crew, and it is said by ship's SMS that the air start valves must to be overhauled every 12000 runing hours.
由于主机6号缸空气启动阀故障,船舶在长江口狭水道不能机动航行造成船舶危险,另外根据船舶SMS,启动阀运行12000小时必须解体检修,而截止2019年5月24日,主机其它1至5号缸的启动阀已经运行21584个小时还没有解体检查记录。

Fake record of M/E local station start test found on 06 Apr 2019 and 03 Feb 2019, such kind of testing is required by ship's SMS but hasn't been conducted as recorded.
2019年2月3日和4月6日主机机旁起动测试记录作假。

3.其他类缺陷
Abnormal fire drill records with same pictures were found (conducted on16 NOV 2018 & 24 MAY 2019,03 NOV 2018 & 05 JAN 2019 ).fire drill conducted during inspection ,the crew were found not familiar with fire ship drill:1. the crew not familiar with donning of fireman outfit; 2.lack of effectively communication during drill 3.on site commander went into fire area without any protection during drill; 4. lack of evaluation after fire drill.
演习记录作假,且船上不能有效的开展消防演习。

Hatch cover of No.6 cargo hold unable to be kept weathertight:ventilator on the hatch cover rotten seriously and about 2mm gap exist between the cover and body of the ventilator.
6号货舱舱盖板不能保持风雨密,舱盖板上的通风设备严重腐蚀,且在盖子和通风设备本体之间存在2mm的间隙。

主甲板上消防总管严重漏水
