In Zhejiang FTZ, oil can not only be processed, but also can be stored, transported, traded, and bunkering. The entire oil and gas industry chain is the development direction of Zhejiang Free Trade Zone. Zhejiang FTZ has 34 regulations pioneered by China. In particular, the "direct bunkering and replenishment at sea" has attracted a large number of foreign ships to bunkering here, making Zhoushan become the largest marine fuel bunkering station in China.
China was not allowed to make bunkering or replenishment in the open sea before. Ships can only be bunkering at the terminal, and this takes at least a full day. In addition, a berth requires a berthing fee, pilotage fee, ton tax, etc. It is more expensive to add a ton of oil in Zhoushan than in Singapore before. However, Zhoushan is now as efficient as Singapore and the price is at the same level as Singapore.
At present, more and more ships come to Zhoushan to make bunkering. The supply of bunker fuel oil in Zhoushan exceeded 4 million tons, accounting for 60% of the country's total. The scale of supply has ranked first in China for two consecutive years and ranked among the top 10 in the world.
