Northeast China province expands ports to boost trade, connectivity


Northeast China's Liaoning Province is taking various measures to drive new business and boost trade and connectivity with northeastern Asia and Europe. As one of China's first coastal cities to open up to the outside world, Dalian is the largest port in Liaoning Province and handles most of the region's foreign trade. 

Over the past five years, China also opened several freight train routes connecting Dalian Port to European cities. Its cargo transport capacity has grown by over 70 percent annually on average for the previous five years. Goods shipped to Dalian Port are unloaded and transferred onto trains bound for Europe. These fully loaded containers leaving the port will arrive in Moscow with just one-third the time that traditional waterways take. 
 
''We defined ourselves as the international shipping center in northeast Asia. We have a dense and advanced web of shipping routes totaling around 100. Among them, nearly 60 routes are near-sea shipping routes which connect with Japan, South Korea and southeast Asian countries. These dense routes can transport goods from those countries and regions to Dalian with a relatively low cost and high speed, and then we can make use of the railway transport advantage of Dalian to convey those goods to Russia and European countries," said Xia Ting, manager of the Business Department of Dalian Port Container Development of Liaoning Port Group. 
 
The Liaoning authorities have also been pushing forward port-to-port integration. Earlier this year, it established a new company to run its major ports, including Dalian, with the state-owned China Merchants Port Holdings taking over a controlling stake. The unified operation platform has brought new opportunities to Liaoning's Yingkou Port, the biggest domestic trade container hub in northeast China and also an important transit port for "Belt and Road" China-Europe sea-rail transport. "By integrating the major ports, China Merchants Port Holdings changed their competitive relationship into a cooperative one, and built up the function of Liaoning Port Group in northeast China's transport system, enhancing the overall service quality and improving the transport efficiency," said Li Yang, deputy general manager of the Yingkou Port Container Terminal. 
 
Liaoning is also developing a Pilot Free Trade Zone to attract more foreign companies and investment. Reforms like this have made Dalian a national role model. ''Through a series of institutional reforms and innovations, we aim to bring about structural adjustment and make Dalian a new highland for the revitalization in northeast China's old industrial base, as well as a new engine for opening-up and cooperation,'' said Zhang Hongguang, deputy director of the Management Committee of Dalian Area of China (Liaoning) Pilot Free Trade Zone.
