China launches intelligent custom clearance system at ports


China on Thursday launched a 24-hour intelligent customs clearance system at the Huangpu Customs District in south China's Guangdong Province, the first of its kind to be put into operation at the country's ports. 
 
One of the prime features of the 24-hour system sees artificial intelligence (AI) technology being used to substitute for manual operation at the ports. 
 
"With the X-ray machine, it took us about 20 to 30 minutes to manually examine a scan. Now, the AI machine can determine whether there is something wrong in a scan in 5.21 seconds, and averages about 5 seconds per scan," said Tian Song, chief of the logistics monitoring section of the Huangpu customs office. 
 
The intelligent system enables enterprises to complete the procedure independently at the port without the presence of customs officers, greatly reducing the time and cost of the customs clearance procedure. 
 
"If the goods can go through the customs at any time, the whole logistics time of the enterprise will be reduced by at least one to two days," said Huang Haifeng, senior logistics manager of Jabil Circuit Guangzhou Ltd. 
 
According to Tian, the AI technology used in the system also makes customs supervision more efficient. With the intelligent loadometer, the whole weighing process of a container can take less than five minutes. 
 
"At present, the recognition rate of our system for containers is over 98 percent, which will be further increased with the self-correction and self-learning of the machines in the future," said Tian. 
 
Previously, it used to take customs staff at least three hours to transfer the containers from a ship and inspect them. The intelligent system now radically shortens the whole process. 
 
"It only takes 20 minutes to an hour to transfer the containers from a ship to the port. This is the advantage of replacing manual work with machines," Tian said. 
 
Wang Kan, deputy head of the Huangpu Customs, said that the new 24-hour intelligent system boosts the efficiency of port operations and effectively connects ports in Shenzhen City, Hong Kong and other areas. 
 
"It connects main ports including the Port of Dongguan, the Port of Shekou and the Port of Yantian in Shenzhen City and the Kwai Chung Port in Hong Kong, which not only improves the efficiency of customs management, but also optimizes and integrates port resources and promotes the integrated development of regional economy in the Guangdong-Hong Kong-Macao Big Bay Area," said Wang. 
 
So far, 164 high-credit enterprises at Huangpu Customs District have had access to the new system.
