大副被称为船上的大管家,从起锚抛锚到靠港离泊,从航行值班到装货卸货,从甲板工作安排到厨房烧菜做饭,几乎都能看到大副的工作痕迹。

大副的工作内容比较多也比较杂,所以二副或者新证大副在学习大副业务的时候经常感到无从下手,另外船上的船长和大副都不是专业的老师,也没有精力系统的准备教学内容,所以就要求二副和新证大副要明确自己需要学习的内容,有目的性的去问一些问题,并且在问之前先阅读并熟悉相关内容,这样能达到事半功倍的效果

1.STABILITY CALCULATIONS

稳性计算

- PREPARED FOR EACH DEPARTURE AND ARRIVAL PORT, SIGNED BY YOU AND SIGNED BY MASTER (APPROVED BY MASTER REMARK TO BE ON PAGE WITH SIGNATURE)靠港和离泊前通过LOADING COMPUTERR 

计算稳性并把稳性报告书打印出来 (船长大副签字)并且把实际吃水写上。

- LOADING COMPUTER TO HAVE CERTIFICATE OF APPROVAL BY CLASS (ORIGINAL IS PROBABLY WITH MASTER BUT YOU MAKE COPY AND KEEP IN YOUR FILES)LOADING COMPUTER 

必须有船级社签发的证书,大副留有复印件。    

(特别提醒 :如果船上安装了脱硫塔或者其他大重量的新设备,但是测试对比的文件并没有改变,就必须在相应的文件上注明,在检查的时候如果有需要一起出示)

2.LOAD LINE 载重线

- CHECK ALL ENTRANCES TO CARGO HOLDS, FORECASTLE, DECK HOUSES, STEERING GEAR ROOM, EMERGENCY ESCAPES TO DECK, DRY PASSAGE DOORS, ETC… TO HAVE RUBBER GASKET IN GOOD CONDITION, CLOSING HOOKS OPRATIONAL AND CLOSING DOORS PROPERLY

各个水密空间的水密性要定期检查。

水密门不能透光透水,压载舱透气帽不能透光透水。

3. SOUNDING RECORDS BOOK  量水记录

- ON BULK CARRIERS RECORDS OF SOUNDINGS FOR CARGO HOLD BILGES TWO TIMES PER DAY

每天两次,特别是刚装货后第二天一定及时量水。

- ON CONTAINERS AND CAR CARRIERS ONE TIME PER DAY

4. WATER INGRESS PROTECTION SYSTEM (FOR BULK CARRIERS)

大舱进水报警系统

HOW DO YOU TEST IT – IN CARGO HOLDS DURING WASHING PRE-ALARM AND MAIN ALARM IS BEING TESTED BY WASHING HOSE

IN FORE PEAK TANK SENSORS ARE BEING TESTED DURING BALLASTING , SAME GOES FOR BALLAST HOLDS    

在洗舱的时候直接测试,一举两得可以省时省力 ,最好同时测试舱盖的水密。拍照片,因为RIGHTSHIP检查需要照片。

DE-WATERING SYSTEM IN FORECASTLE STORE IS BEING TESTED IN A WAY THAT SENSOR IS DIPPED IN BUCKET WITH SEA WATER

HOW OFTEN TESTS ARE CARRIED OUT – – ONCE IN THREE MONTHS

澳大利亚AMSA在检查过程中要求DEWATER SYSTEM要有应急开阀门的程序 并且要有可移动式液压泵,阀需要标记 KEEP OPEN AT SEA 并且用封条封上。

环境许可立即派人量水

· CONSIDER TO ADJUST COURSE AND SPEED IN ORDER TO BE ABLE TO CHECK SOUNDINGS OF THE COMPARTMENT OR TO CHECK IT VISUALLY 环境不允许,调整航向,检查货舱。

· ARE THERE ANY POSTED PROCEDURES FOR THIS MADE BY MASTER,IS THIS PART OF MASTER’S STANDING ORDERS

      必须张贴大舱进水报警响起应急程序

0.25 MTRS IN FOREPEAK TANK, 0.25 MTRS IN FORECASTLE STORE AND 0.50 MTRS IN CARGO HOLDS 1-5         

3. ACTION UPON HEARING THE ALARM 当听到警报后的操作流程

· DUTY OFFICER ON THE BRIDGE WILL ACKNOWLEDGE THE ALARM BY PRESSING BLUE BUTTON ON CONTROL PANEL

MARKED AS “SOUND ACK”

值班驾驶员,按下确认键

· MASTER AND / OR CHIEF OFFICER WILL BE INFORMED OF ALARM ON WIPS    

通知船长和大副

· SOUNDING OF THE SPACE WILL BE ARRANGED WEATHER PERMITTING – CALL BSN OR CARPENTER

测量来警报的舱室

· IF WEATHER IS NOT PERMITTING THE SOUNDING THE VESSEL WILL CHANGE THE COURSE AND/OR SPEED

TO ENABLE SOUNDING OR INSPECTION OF THE SPACE

如果海况不允许上甲板 就调整航向和船速 保证甲板上量水安全

· MASTER WILL BE GUIDED WITH CIRCULAR LETTER: GUIDELINES ON EARLY ASSESSMENT OF HULL DAMAGE AND POSSIBLE NEED FOR ABANDONMENT OF BULK CARRIERS

船长提前做好应急准备

· ALL NEW ALARMS WILL BE RECORDED IN DECK LOG BOOK

警报需要根据要求记录在 DECK LOG BOOK 上   

4. TESTING OF THE WIPS 测试

------------------------------------     

· TESTING OF THE WIPS IS RECOMMENDED DURING THE CARGO HOLD WASHING AND ONE TIME IN THREE MONTHS AS REQUIREMENT OF THE COMPANY

根据公司要求,一般每三个月测试一次

· IF DURING THE WASHING OF THE HOLDS TESTING IS NOT SUCCESSFUL, REMOVE SENSOR FROM THE LOCATION, PLACE IT IN BUCKET ( MIN 25 LTRS ) OF SEA WATER, ALARM SHOULD APPEAR ON THE BRIDGE CONTROL PANEL

洗舱的时候可以一起测试

· MAKE RECORD IN SOLAS E-LOG: WIPS SENSORS TESTED – ALL SENSORS IN FULL OPERATIONAL CONDITION

5. MAINTENANCE 设备保养

电机员保养设备,大副记录保持一致

5. AIR VENTS COLOUR CODING

- CHECK FOR DAMAGES ON AIR VENTS AND REPAIR AS REQUIRED

检查通风帽,并且维修保养。

6. ACCOMMODATION AND DECK AIR VENTS

生活区和甲板的通风    

7. CHECK FOR DAMAGES, PROPER AND EASY CLOSING AGAINST FIRE AND WATER INGRESS, DOG BOLTS NOT MISSING, NOT SEIZED BUT OPERATIONAL AND GREASED 

定期保养,保证开关自如,并且关闭时不透水不透光。

8. BALLAST WATER RECORD BOOK  压载水记录

- UPDATED FOR EACH AND EVERY BALLAST OPERATION AS PER INSTRUCTIONS ON PAGE

- RECOMMENDATION FOR USA – MAINTAIN RECORDS ONE TANK ONE PAGE IN ORDER THAT HISTORY OF TANK IS EASY TO TRACK          

9. SEQUENTIAL BALLAST EXCHANGE PLAN 压载水换水计划

- RECORDS OF ALL BALLAST EXCHANGES WITH PLANNED CALCULATIONS

- PREFERABLY EXCHANGE TO BE DONE BY EMPTY REFIL METHOD AND NOT FLOW THROUGH

10. BALLAST WATER MANAGEMENT PLAN 压载水 管理计划

- CLASS APPROVED (MASTER’S COPY) WITH SHIP’S SPECIFICS

WORKING COPY WITH CHIEF OFFICER TRAINING RECORDS

船级社认可并且有压载水系统培训记录、签字。

– MAKE SURE THAT THERE ARE RECORDS OF CREW TRAINING REGARDING BALLAST OPERATIONS

 确保培训内容包括压载水操作

WHO SHOULD BE TRAINED AND RECORDED – ALL DECK OFFICERS, DECK CADETS, BOSUN, ALL DECK CREW AND ENGINEER IN CHARGE OF ASSISTING WITH BALLAST OPERATIONS AND IS IN CHARGE OF MAINTENANCE OF BALLAST AND GS PUMPS, BALLAST VALVES ETC

所有驾驶员、学生、水头、水手和轮机员必须参加培训

HOW TO TRAIN THEM – THERE ARE CLEAR INSTRUCTIONS IN BALLAST MANAGEMENT PLAN ABOUT CREW TRAINING BUT IN SHORT :

换水的原因、换水方法、换水计划、压载泵、压在管线、测量管

SINCE IN BALLAST MANAGEMENT PLAN THERE IS RECOMMENDATION AND WARNING THAT FLOW THROUGH METHOD IS NOT DESIRED ONE, PLS TRY TO USE AND HAVE RECORD TO PROVE IT, THAT BALLAST EXCHANGE HAS BEEN CARRIED OUT USING EMPTY REFILL METHOD,

认真阅读压载水管理计划,不能根据经验,因为每条船的内容会有不同,操作不当会被罚款。

换水 需要超过95%  溢流法 三倍的舱容   排空打进 残留水不能超过5%

11.GARBAGE RECORD BOOK   垃圾记录簿

- SIGNED BY MASTER UNTIL LAST FULL PAGE

一页写满 船长签字

- ENSURE CORRECT DATA FOR GARBAGE DISPOSAL INTO SEA

 确定 垃圾抛海的位置 必须符合 MARPOL 公约

- IF INCINERATOR IN USE MAKE RECORDS FOR START AND STOP DATES, TIMES, POSITIONS

如果焚烧炉焚烧垃圾,必须记录开始和结束的时间位置

- HAVE ATTACHED OR IN SEPARATE FILES RECORDS FOR GARBAGE DISPOSAL ASHORE (MEDICINES, PYROTECHNICS, USED BATTERIES, USED FLUORECSENT LAMPS, PRINTER AND PHOTOCOPY CARTRIDGES, EMPTY PAINT DRUMS, EMPTY CHEMICAL DRUMS, EMPTY GREASE DRUMS, PAINT CONTAMNIATED GRIT, ASHES CONTAMINATED WITH PLASTIC, ETC..)

送岸垃圾的接收证明必须张贴在垃圾记录簿上(药品 火箭火焰信号 电池 油漆桶 塑料 焚烧炉炉灰等等)(利比里亚船籍的船可以焚烧药品,但是需要记录在GARBAGE RECORD  MEDICAL LOG ,还要有焚烧药品清单 药品常规做法 送岸处理 )

- BE CAREFUL WITH DATES AND TIMES OF INCINERATOR USE NOT TO COINCIDE WITH DATE AND TIMES WHEN INCINERATOR WAS USED FOR BURNING SLUDGE BY CHIEF ENGINEER

记录焚烧的时候一定跟大管和老轨沟通好,不要出现记录冲突。

12.GARBAGE MANAGEMENT 垃圾管理计划

- SUFFICIENT RECEPTION FACILITIES AT GARBAGE COLLECTION POINTS (SMALL DRUMS, LARGE DRUMS, BOXES)

足够的收集垃圾装置

- AT MAIN COLLECTION POINT DRUMS ARE PLACED ON WOODEN PLANKS OR PALLETS, PROPERLY SECURED, PAINTED AND MARKED, WITH SOLID/HEAVY COVERS, NO BOXES OR BAGS WITH GARBAGE OUTSIDE OF DRUMS, PORT WATCH DOING REGULAR ROUNDS ON GARBAGE COLLECTING POINTS

在垃圾站的所有装置必须放在木板上并且放上盖子,不能把垃圾放在桶外边

- CATERING STAFF IS USING PAPER BAGS FOR FOOD DISPOSAL TO THE SEA (MORE THAN 12 NM FROM SHORE)

食物垃圾入海必须根据MARPOL公约 分研磨之后小于25MM的、未研磨的、特殊区域内外

14.HOT WORK PERMIT 热工作业    

这里是我们用的热工作业 内容仅供参考

- USED AS REQUIRED WHENEVER HOT WORK CONDUCTED ON DECK

- LATEST FORM TO BE IN USE (CHECK YOUR QMS MANUAL CD 31 IS LATEST)

- REMEMBER THAT PERMIT CAN NOT START TO BE VALID BEFORE PERSON IN CHARGE OF HOT WORK PUT SIGNATURE THAT EVERYTHING IS IN ORDER

- VERY OFTEN THERE ARE MISTAKES:

3.  Has the equipment and pipeline been gas freed       Yes  /  No

4.  Has the equipment or pipeline been blanked     Yes  /  No          

5.  Is the equipment or pipeline free of liquid      Yes  /  No          

6.  Is the equipment isolated electrically      Yes / No    

C/O TICKS ALL AS YES EVEN THOUGH JOB IS NOT RELATED TO GAS FREE, FREE OF LIQUID OR PIPELINE BLANKED. C/O DOES NOT TICK CORRECTLY IF EQUIPMENT WAS ELECTRICALLY ISOLATED OR NO, EVEN THOUGH WELDING, ELECTRICAL GRINDER OR DRILL HAS BEEN USED FOR JOB. OR C/O THICK AS YES FOR EQUIPMENT ELECTRICALY ISOLATED EVEN THOUGH NO ELECTRICAL EQUIPMENT WAS IN USE FOR THE JOB.

SUCH MISTAKES LEAVE NEGATIVE IMPRESSION ON AUDITOR SINCE IT  APPEARS THAT HOT WORK PERMIT WAS PREPARED ONLY FOR SAKE OF PAPER WORK

- AUDITORS DO NOT LIKE TO SEE OXYGEN PERCENTAGE LIKE 21%, PLS MAKE RECORDS AS GAS ANALYSER SHOWS: 20.7, 20,8,

- HOT WORK PERMIT CAN NOT BE VALID MORE THAN 8 HRS

 热工作业特别注意工作地点舱室另一面也需要有人看火 

15.ENCLOSED SPACE ENTRY PERMIT 密闭空间

- MOST COMMON MISTAKES: 经常出现的错误

· ONE PERMIT FOR MULTIPLE TANKS ENTRY. THE RULE IS ONE TANK ONE PERMIT, ONE DAY NOT MORE THAN 8 HOURS    

       一个PERMIT只能用于一个密闭舱室,并且不能超过8小时

· 工作被中断 再次进入需要重新测氧测爆

· -RESPONSIBLE OFFICER AND TEAM LEADER IS SAME PERSON – RULE IS IF CHIEF OFFICER IS RESPONSIBLE OFFICER THEN HE CAN NOT BE TEAM LEADER, APPOINT BOSUN OR SOMEBODY ELSE

      全权负责的高级船员不可以进入密闭舱室,这是经常出现的错误

16. COLD WORK PERMITS

原来两米以上算上高作业的规定已经取消,任意高度双脚离地了如果有风险就属于上高作业

- SAME PERMIT IS TO BE USED FOR WORK OUTBOARD (OUTSIDE SHIPS RAILINGS)

一个PERMIT只允许针对一个工作

- PRINT FROM QMS MANUAL ALL RISK ASSESSMENTS AVAILABLE FOR DECK WORK AND MAINTENANCE AND KEEP THEM IN FILE. BEFORE JOB DO TOOL BOX TALK WITH BSN AND FITTERS. DISCUSS WITH THEM HAZARDS AND RISKS INVOLVED IN THAT DAY JOB BY USING RISK ASSESSMENT APPLICABLE FOR THAT JOB. IF THEY ARE TO DO JOB FOR WHICH THERE IS NO RELATED RISK ASSESSMENT IN QMS MANUALS THAN YOU PREPARE ADEQUATE RISK ASSESSMENT, USE IT FOR TOOL BOX TALK AND FILE IT LATER IN RISK ASSESSMENT FILE. 21. GAS DETECTOR   气体探测仪器

- OPERATIONAL  熟悉操作流程    

- CALIBRATED AND WITH VALID CERTIFICATE   校准气体探测仪并且要有证书,我们公司是校验完成自己可以出证书,3个月有效期

- EVERY SHIP SHOULD HAVE ONE MULTY GAS ANALYSER AND TWO (T)OXY CLIPS, ACTIVATED AND OPERATIONAL          

- MULTI GAS ANALYSER MUST HAVE BATTERY CHARGER, PLASTIC HOSE WITH RUBBER HAND PUMP FOR CHECKING ATMOSPHERE IN TANKS

气体探测仪器必须有相应的长管,便于检测深舱的气体

22. FRESH WATER TANKS 淡水舱

- HAVE FOLLOWING RECORDS AVAILABLE:

SHOWER HEADS DESINFECTION/CHLORINATION

FRESH WATER TANKS CHLORINATION

ATTACHED TO THIS MESSAGE ARE GUIDANCE ON FRESH WATER CHLORINATION

淡水需要定期检测并且淡水舱需要定期清理 (请参照自己公司的要求)

23.HOLDS INSPECTION

货舱检查一定留有记录,最好留有照片证据

24.TANK INSPECTION    

- MAKE SURE THAT THERE ARE APPROPRIATE ENTRIES IN ZORS AND PMS

BE FAMILIAR WITH USE OF PMS AND TO DEMONSTRATE TO AUDITOR HOW YOU USE IT FOR JOB PLANNING, HOW YOU PREPARE JOB PLAN FOR NEXT MONTH, HOW YOU GIVE JOB PLAN FOR NEXT MONTH TO YOUR OFFICERS AND CREW, BE ABLE TO SHOW TO AUDITOR THAT EVERY JOB HAS JOB INSTRUCTION

液舱检查需要密闭空间 risk assessment   permit 必须同时准备,需要做好提前量,一旦液舱有水,到了时间突击检查也没有机会 (建议提前一个月就做好安排 )

25.CHIEF OFFICER’S PORT STANDING ORDERS  大副靠港命令

- AVAILABLE AND SIGNED BY DECK OFFICERS

 驾驶员必须签字

- INCLUDE GENERAL INSTRUCTIONS TO OFFICERS AND CREW RELATED TO GANGWAY, MOORINGS, CARGO OPERATIONS, ENVIRONMENTAL AND SECURITY ISSUES

包括梯口、缆绳、装卸货、环境和安保

26. CHIEF OFFICERS NIGHT ORDER BOOK

- MAINTAINED REGULARLY

27. PORT WATCH CHANGE OVER CHECK LIST

· 值班驾驶员在货物装卸的关键操作完成之前 不允许交接班(例如刚开始装货,一个货舱装完货准备换舱等)除非大副在负责监控整个关键操作过程 ,这种情况交接班必须得到大副许可

值班驾驶员交接班应该交接清楚值班期间所有事项,(这里列举几项重点,但不限于这几项)    

· 附加命令或者操作说明

· 和岸方联系方式 联系人

· 压载水和货物装卸的情况

· 压载水系统的操作情况

· 现阶段的装卸货速率

· 装卸货有没有什么注意问题

· 船舶吃水和吃水差

· 有没有对人员、船舶、货物造成风险的项目

28.PORT LOG BOOK

port log book 必须记录这些内容但是不限于

· 开始和结束装卸货的时间,岸方和船方的货量数据

· 装卸货中由一个舱转移到其他货舱的时间

· 实际吃水和装卸货计划中的吃水记录并对比

· 如有中断打排压载水的情况 记录原因 

· 压载泵的起停时间

· 开关压载舱阀门的时间

· 压载水检查的时间和剩余压载水数量

· 交接班的吃水

· 如果有移泊 记录时间

· 开始和结束商检的时间以及结果

· 加装燃油淡水的时间和数量(加燃油白天挂B旗 晚上开一盏红灯)

· 任何货损和船损的细节

· 交接班要填好的DECK LOG BOOK  和 PORT LOG BOOK 并签字 

29.MOORING / ANCHOR ARRANGEMENTS

- MOORING LINES ROLLERS TURNING    

- SAFETY PINS IN PLACES, 安全插销必须在位置

- BREAKS LINING WEAR ACCEPTABLE 刹车皮的检查

- NO OIL LEAKS ON PUMPS OR IF THERE ARE LEAKS OIL TO BE CLEANED AND CONTROLLED  不能漏油 油渍及时擦掉

- OPERATIONAL  培训水手操作缆车

- MOORING STATIONS PAINTED WITH NON SLIP PAINT   防滑油漆

- SNAP BACK ZONES POSTER AVAILABLE IN SHIP’S OFFICE

带缆安全区域做好码克

- BREAK TEST 时间 和 刹车杆位置做好码克

30.PILOT BOARDING ARRANGEMENTS  引航员装备

31. WORK AND REST HOURS工作休息时间

演习、靠离泊、抛锚、起锚都要考虑在工作休息时间内,另外加班超过109小时需要额外付加班费(有ITF要求当场付额外加班费)

- SPECIFIC PPE FOR BATTERY ROOM, CHEMICAL STORES AND PAINT STORES AVAILABLE          

 特殊安全防护设备必须定期检查 (电池间、化学品间、油漆间)

33. PAINT STORE  油漆间

- TIDY, PAINT DRUMS SECURED, USED PAINT DRUMS WELL COVERED TO REDUCE FUMES EMISSION,   空油漆桶存放好,开封未用完的油漆重新盖好

- PAINT DRUMS NOT STORED ABOVE SPRINKLER BAR IF PAINT ROOM SPRINKLER PROTECTED 

 有喷淋装置的油漆间特别注意

- MSDS AND PPE AVAILABLE

 MSDS 不能超过5年,必须保持最新的MSDS

-EXPLOSION PROOF LIGHT

通风筒定期检查

大副必须熟悉污水井液体的测试,装煤必须每天测氧测爆,污水要测试PH值

37.ITF

ITF 要求必须 MLC PART1 AND PART 2必须张贴在餐厅

38.厨房 灭火系统

 厨房内针对烟道的二氧化碳灭火器 FIRE DAMPER 必须培训大厨和大台熟悉使用方法 

39.LOADING /DISCHARGING     BALLAST AND  DEBALLAST

 装卸货 打排 压载水

40.PRE DEP CHECK LIST  开航前检查

在开航前必须保证甲板所有设备处于在航状态,安全航行是所有工作的重中之重
