船舶靠泊印度DHAMRA港操作注意事项
印度DHAMRA港位于印度主大陆东北部东临孟加拉湾,是装卸效率较高的现代化专业散货港口,三个主泊位(BB-1,BB-2,BB-3)可以同时靠泊三艘巴拿马型或部分好望角型船舶,泊位BB-1和BB-2为卸货泊位配五台振华桥吊卸货至皮带输送系统送至后方的货场,BB3为装货泊位配一套皮带输送装货机。

PAN表格-填写注意事项
3.1.1项保安证书信息申报注意
也不知道港方哪里的规定,对保安证书自签发期超过三年的要将上次中间审核的日期填在ISSC证书有效期的后方同时还要出示所谓的船旗国的“dispensation letter” 船方回复邮件已经解释了ISSC和SMC,MLC类似只有中间审核Intermediate endorsement,港口任然胡搅蛮缠要dispensation letter,最后请求ISSC的RO-DNV.GL发邮件解释说明才得以解决。

Please note, in ISSC (International Ships Security certificate) last Intermediate endorsement date to be included in PAN, if the certificate is issued to the vessel more than 3(three) years, then the respective flag state dispensation letter to be accompanied with statutory certificates.

四 船舶在港燃油消耗报告
船舶进入和离开港界时DHAMRA PORT CONTROL会向船舶索要船存燃油数据,同时船舶离开港界后按照规定用指定的EXCEL表格向marineops@adani.com; cargoops@adani.com; padyuat.Patra@adani.com ;报告船舶在港燃油消耗数据。

五 海上无线电询问
海上航行经常有所谓的INDIAN NAVAY或者INDIAN COAST GUARD用他们引以为傲的满嘴咖喱味的英语进行无线电询问,询问项目大致如下:
Last port and next port,

How many crew on board and their nationality,
What kind of cargo and how many tons,
Any security guard on board,

六 进港靠泊
船舶从南面方向的外海进入港界前需要注意避开沿岸marine nature reserve area,随后调整船首向至西北方向的航道浮(FAIRWAY BUOY) 通过港界时VHF 14频道向port control报告通过时间/船存油量/以及港口安排锚泊或引水事项,港界里渔船比较多进出时注意避让。如果一时没有进港计划则根据port control的指引在引航站附近抛锚,引航站位于20°55'.96N 87°08’.04E,.也即FAIRWAY BOUY 东北约1.5海里处,引水梯下风舷1.0米。航道为全长约10海里的单向航道,部分浮标丢失不过都有AIS虚拟航标可以在雷达上直接显示。引水上船后将与船长及驾驶台团队交流航道和靠泊信息,码头靠泊没有带缆艇,很难想象一个内河港口缆绳系泊要求是18根,前后倒缆各2根首尾缆各3根横缆各4根,由于缆绳较多且横缆带法奇特要从外档引出,如此多缆绳和奇特的横缆带法不光船上要时间岸上缆工拉缆也需要时间,但时间上的费用缺都算在船方,引水常以此理由在船长签字后的PILOTAGE CERTIFICATE再批注所谓船员带缆作业不熟练导致超时服务,然后由代理发邮件至租家和船方索取所谓拖轮超时服务费却不提供拖轮靠泊应该服务时间的规定,该项所谓超时费用大概是引航-拖轮-代理算计好的说辞罢了,我船收到邮件后强有力地回击,邮件通报船东-租家-以及租家代理说明事实情况,估计只要靠泊这里的船都会被下套勒索三四千美金引水及拖轮超时服务费,所以要特别小心。

七 NOR递交时间
NOR的递交的时间以到达锚地抛锚时间或者上直接引水的时间较早者为准。(As per Dhamra port rules NOR should be tendered by vessel at the time of drop anchor or pilot boarding time, whichever is earlier.)
八 靠港文件准备
(一)海上航行期间需将下列文件提前发给代理和港口相关方
a) Conditions of Use of Facilities and Services at Dhamra Port (Annexure-I)
b) Vessel Declaration (Annexure – IA) along with Ship Particulars, Vessel & Cargo
Particulars (Annexure-II),Pilot Card and Stowage Plan;
c) Cargo Ship Safety Construction Certificate;
d) Cargo Ship Safety Equipment Certificate;
e) Cargo Ship Safety Radio Certificate;
f) International Tonnage Certificate;
g) International Load Line Certificate;
h) International Ship Security Certificate;
i) International Oil Pollution Prevention Certificate;
j) Safe Manning Certificate;
k) Classification Certificate;
l) Certificate of Registry;
m) Safety Management Certificate (ISM Code);
n) Document of Compliance (ISM Code);
o) Ship Sanitation Control / Exemption Certificate;
p) P&I Insurance Policy / P&I Certificate of Entry which shall inter-alia cover
liability for collision and damage to fixed and floating objects, wreck removal
expenses, expenses in connection to pollution caused by spillage of oil or any
hazardous / noxious substances and third party damage including damage
caused to port property;
q) Pre Arrival Notification of Security (ISPS Code);
r) IMO Crew List;
s) Advance Notification for Waste Delivery to Port Reception Facilities (IMO).
t) Ballast Water Reporting Form.
(二)靠泊办关
靠泊办关需提前准备下列文件,厚厚一沓一百多页。
1) SHIP'S STORE LIST (DECK/ENGINE/ELECTRICAL/PROVISION/MEDICINE/BOND STORE/SHIP'S PROPERTY/SHIP'S CURRENCY LIST, ANY OTHER TO BE DECLARED) : 3 SETS,
2) CREW PERSONAL EFFECT LIST INCLUDING CURRENCY DECLARATION - 3 SETS,
3) CREW LIST - 10 COPIES, NIL LIST - 8 COPIES, VACCINATION LIST - 8 COPIES, SHIP'S PARTICULARS - 8 COPIES, PORT OF CALL LIST - 8 COPIES.
4) STOWAGE PLAN - 5 COPIES
5) DISCH SEQUENCE BASIS USING ONE/ TWO UNLOADER (FR MECH DISCH) OR BY USING SHIP'S CRANES/GRABS (FR MANUAL DISCH) - 6 COPIES
6) MARITIME DECLARATION OF HEALTH - 3 COPIES
7) PASSENGER LIST - 3 COPIES
8) DETAILS OF RADIO EQUIPMENT - 3 COPIES
9) DECLARATION ON EBOLA VIRUS (AS PER FORMAT SENT WITH PRE-ARVL DOCS) 10)DECLARATION ON USE OF THORAYA SATELLITE PHONE (ATTACHED) - 6 COPIES.

印度疫情如此之严重任然无法阻挡港口各部门(本次共计上船6人)上船的热情尤其是海关穿着一身制服上船各种威胁敲诈勒索极其丑陋无比,惯用借口就是“你不怎么样......我们怀疑船上有违法物品要全船搜查”,海关对免税库和船员个人物品的申报极其感兴趣, 船员个人贵重物品一定要申报,以免被黑心海关以没有申报而罚没。
九 疫情防控
印度疫情如此严重是和政府腐败官员贪婪成性密切关联的,我船曾在独立于生活区外的健身房设置桌椅办公,港口官员认为不够尊重拒绝进入并称由此产生的任何DELAY将由船方负责,上船人员所佩戴口罩也是五花八门,大部分也都是装模作样而已,上船过了梯口可能就无意识地摘下来了,或者拉到鼻孔下面。例如进港引水所佩戴的口罩好像是自己家做的厚的一塌糊涂几乎每隔个几分钟就要拉下来透口气,我们担心可能的传染好心地说我们可以给你几只我们的口罩,可是他却说我的口罩是最好的口罩,实在让人无语;又例如代理在进入我船生活区后竟然将口罩摘下来,我曾多次提醒戴好口罩;至于上船清舱工人更是看淡生死也许他们相信的是轮回吧;另外代理和surveyor以及工头都要进入生活区用船上的电脑和打印机办公;船靠泊印度港口疫情防控风险极高, 船上认真仔细落实防范措施。
印度surveyor所谓的口罩
1)提前做好准备,外部人员即将进入的空间空调吸风口关闭并用胶带封死保证该部分空间的空气不被吸入空调系统同时打开两侧门保持通风。
2)外部人员经过的地方地面喷消毒液,每天用84拖地。
3)外部人员接触过的地方用酒精喷雾杀毒,办公电脑打印机关机后酒精喷杀。
4)船员正确戴口罩和护目镜或者面罩,经常正确地洗手
5)船舶离港后生活区彻底清洁和通风
6)由于大量工人完货前要进入货舱清舱,所以货舱是高危区,船员进入货舱前要充分通风并用消防水枪水雾降尘,下舱时也要佩戴口罩和护目镜。
7)每日早晚两次全船测体温
尽最大努力做了能做的剩下来就是祈求多福!
