COOEC wins Tangshan LNG contract

China’s Offshore Oil Engineering, a CNOOC unit, has secured a contract worth 4.4 billion Chinese Yuan ($623 million), for the construction of facilities at the proposed Tangshan LNG terminal.

In its statement, COOEC said it has signed an engineering, procurement and construction management deal for the first phase of the Tangshan LNG receiving terminal project to be located in the Caofeidian Industrial Zone, in Tangshan City.

The deal was signed jointly with the Caofeidian Xintian LNG, a company controlled by Hebei Construction Investment, a Hebei Province Government company that owns 51 percent in the Tangshan LNG project.

Under the contract, COOEC will build four 200,000-cbm LNG storage tanks for the first phase of the project. It has also secured work on the ancillary facilities including berths, trestle bridges, process areas and truck loading areas. It is also to be involved in the commissioning of the facility.

To remind, Chinese wind power player China Suntien Green Energy has recently secured approval by the National Development and Reform Commission to develop the  Tangshan LNG project that will have an estimated unloading capacity of 12 million tons of LNG per year at full buildout.

The project would be constructed in three phases with the facility including two berths capable of handling 10 mtpa, with the third berth planned to be built jointly with a third-party enterprise in order to obtain 2 million tons per year of the total unloading capacity.

The total estimated investment for the project is at 25.39 billion Chinese Yuan Renminbi ($3.6 billion) which excludes the construction of the third berth that will be built by the third-party. The investment in the first phase is estimated at 8.07 billion RMB ($1.1 billion).
