Discussion: The new regulations raise the requirements for ship technology and performance, increase the cost of ship construction and maintenance, and set higher requirements for the professionalism and technology of ship management. The diversity and uncertainty of the implementation plan increase the difficulty and complexity of ship management, and increase the risk of maintaining value of ship asset. Charter Party clauses and business models also need to be changed, which brings new risks and challenges to ship management and operation.
