Manzanillo/Mexico 港口注意事项

墨西哥的Manzanillo港口位于太平洋一侧,本轮从Oman,Sahor装载尿素43500mt至Mexico,Manzanillo港卸货。下面简单总结一下该港口的部分注意事项:
1.MANZANILLO地方时为(GMT-6),该地需要提前24小时、12小时发邮件给VTS,具体报告内容如下:
Information that the vessels must send to the VTS.
All vessels of more than 500 tones gross weight that call to the Manzanillo port must participate with the VTS. by sending a 24 hours notice before their arrival to the sea buoy; or at sailing from their last port when it is less than 24 hours time from Manzanillo Port.

1.2 除上面的24/12小时预抵港通知外,抵港前20NM需要通过VHF CH13联系交管,通常,在当地代理未申请到锚位的情况下,VTS会指示船舶到外海进行漂航,但是漂航时要注意与航道灯浮距离,一般不超25海里,因为距离太远的话VTS有时候会叫不到我们,产生信息无法沟通。外海漂航需要注意与他船距离和岸边距离,流向变化比较大,且比较乱,流速一般在0.3—0.4kn,因此大家可以提前参考周围漂航船舶,来选择合适的漂航位置。
在得到VTS的指示可以进港抛锚后,要根据VTS给的位置进行判断,因为当地港口的3个锚地位置较小,VTS一般给的锚位与他船距离为0.3-0.4nm,但是未考虑船长等因素,所以在VTS给出锚位后,请查核锚位的安全性。特别强调的的是,改港的3个锚位流向变化不一致,一次抛锚时要提前观察锚地其他船舶首向。并且在A锚地的中间有一个海面的突出礁,在海图上是没有的,也没有航行警告,所以在选择A锚地抛锚时,一定要提前观察,尤其是夜间。下面是本港3个锚地的具体位置:

1.3 关于本港分道通航制度,请遵守分道通航规则,其中在正横sea buoy,穿越航道时都需要向VTS进行报告。且在分到通航中有限速,具体限速如下:
1.3.1 Speed limits.

Notes
The 20 nautical miles Outer Limit Is defined by a 20 mile are from the sea buoy (19° 04.52’ N 104°19.97’W).
There is no prescribed speed restriction between the 20 nautical miles and the precautionary area. However, ships are required to be at 12 knots or Less upon entering and transiting the TSS.
1.4 关于本港引水服务是一言难尽。通常VTS会在船舶抵达引航站前1nm通知降速。本港引水习惯性的迟到,所以在抵达引航站之前一定控制好速度。本轮曾因为引水迟到,在引航站附近漂航等待接近1小时。其中要特别注意的是,引航站周围的浮标有移位现象,与海图位置不一致,3个灯标都有不同程度的向西移位。同样,航警是没有说明的,因此在航行至此区域时,需要勤测船位。引水通常会要求两侧引水梯。具体要求如下:

1.4.2 Port Limit.
The Port Limits Area Is enclosed by a line beginning at Punta Campos light House (19° 01.3’ N 104°20.1’W) to “Los Frailes” light (19° 04.5’ N 104°20.0’W) thence north-westerly to Punta Juluapan (see rule 3, paragraph III, Operation Rules of the Manzanillo Port).

1.4.3 Harbor Pilot Participation.
The VIS will provide the necessary maritime traffic Information to the Harbor Pilot to improve vessel transit safety and the efficient maritime traffic operation.
The Harbor Pilot will contact VTS by VHF channel 13, of any service or event In the VTS Area.
1.5墨西哥西海岸的预计与台风季节至11月份结束,在外海漂航时请注意天气变化。港内泊位基本为封闭水域,因此受影响较小。本港有一个特殊规定,就是散货船需要给集装箱船让泊位,因为港口是综合性港口,非散货船专用码头,因此经常会要求船舶移泊。尤其是3号泊位。港内泊位具体限制如下:

2.本港货物装卸主要是用船上的克令吊装卸为主,通常会使用岸上的抓斗,但是在使用岸上抓斗时请务必查核对方的抓斗说明书。港方会有两种抓斗提供给船方,其中有一种会超过克令吊的安全负荷,因为各轮具体情况不同,因此请注意查核。本港水密度为1.023左右,surveyor上船会要求提供密度计的证书。在卸货时,要注意的问题是注意卸货速度,本港有规定,如果卸货速度低于码头允许值(通常为300mt/小时),船舶会被要求出港等待其他靠泊时间。此时,一定要注意详细检查代理的SOF,和收货人是否有因此问题提交LOP,避免产生待时。港方每周一、三、五上午10点会开会,核实船方动态及卸货速度,因此需要积极与代理进行联系,核实船舶动态。港口基建比较落后,清仓用的挖掘机等设备会有漏油,冒烟等问题,如果装的是清洁货,请务必与码头沟通解决,以免产生索赔。工人装卸货有时会出现甩吊等问题,装卸货期间需要保持监控,勤查钢丝,以免断股等问题,影响装卸。
3.本港基本会对第一次到达本港和6个月内未接受检查的船舶都进行检查。主要侧重点为消防救生等应急设备。检查时间为3-4小时,上船2位PSCO。本港淡水供应价格为现金支付21usd/mt,用卡车加水,每车40mt。伙食供应建议不要通过伙食供应商进行补充,因为他会在确认单子后加价,最好是下地自己购买,菜市场上午8点营业,到13点基本就没有东西了,需要补充伙食的话请注意。特别强调,本港下地不允许购买酒类进港,发现会被没收。
