澳大利亚卫检的应检准备

(包括文件 检查重点 压载水BYPASS报告船旗国真实案例 亚洲飞蛾的处理)

澳大利亚卫检通常被认为是AMSA检查的先头部队,如果卫检检查比较理想AMSA一般不会再来,一旦卫检检查不满意AMSA必然上船全面检查,有条船因连续三年没有船员用药记录被认定为记录造假AMSA全面检查后被滞留,做好充分的准备应检 兵来将挡水来土掩,按部就班 通过检查自然会水到渠成,这里就卫检检查的流程,卫检证书更新的注意事项,需要准备的材料,经常被查到的问题列举出来供大家参考

梯口 检察官上船

1.值班AB报告值班驾驶员和船长

3.发放通行证 (切记 梯口值班人员自己记录内容 然后让检察官签字,不能让检察官自己记录信息,有船被记录过缺陷)

4.值班驾驶员第一时间到梯口陪同检察官

全船检查重点区域

1.Galley厨房卫生 烟道有无油渍 厨房里切蔬菜肉和鱼的砧板必须是分开的,并且又明显的标注

2.Dry room. fish room. Meat room. vegetable room

干货间 鱼库 肉库 蔬菜库里面的食物不可以直接放在地上必须放在架子或者垫板上严查过期日期和卫生

1.Garbage station 垃圾站的垃圾桶和盖子不能有明显锈蚀并且码克清晰

2.BSN STORE 清洁卫生 摆放整齐绑扎重物要用钢丝不要用绳子

申请更换卫检证书的流程

申请卫检证书需要在压载水报告的第6项勾选YES,检查官会根据检查情况签发卫检证书

We are writing to inform you that our vessel, MV CAPE A (IMO No.XXX), has encountered difficulties during ballast operations at port XXX due to muddy water conditions.Extremely challenging/muddy waters in the vicinity of the port are choking the BWTS filters, pls find attached photos from BWTS for your reference In view of these circumstances, we request permission to implement the contingency plan outlined in regulation B-4 to comply with the standards set forth in regulation D-1. This plan is intended solely as a temporary measure in the event of BWTS failure.We propose to bypass the BWTS and directly take on ballast without treatment until the vessel departs the port. Upon departure, the ballast water will be exchanged using the fitted BWTS prior to arrival at the next port.We will ensure that all relevant entries are made in the Ballast water exchange Record Book and monitoring system.Thank you for your prompt attention to this matter.Best Regards,Master M/V CAPE A

正确记录在压载水记录簿上

收到船旗国确认邮件后再用BYPASS压载(注意时间结点)(参考官方邮件)

Dear Captain,

Good dayThank you for your call earlier and for notifying us of the issues you are facing at port XXX. Please be advised that if the BWTS itself has not experienced a breakdown, but is only facing local water conditions, then a dispensation would not be required. Ships that experience challenging water quality at ports due to high levels of total suspended solids and turbidity, should pending further guidance from the IMO, ensure the following procedures are implemented: 

1.The BWMS monitoring system should record the challenging water quality by means of an alarm;

2.The BWMS may be bypassed and same recorded in BWR book and in the monitoring system;

3.The port State authority at that port and flag State should be contacted regarding bypassing the BWMS and if the ship could conduct BWE + BWT within the coastal waters of that State or in any other designated area by that port State;

4.If BWE cannot be conducted within port or coastal  waters, then BWE + BWT should be conducted in accordance with Regulation B-4 of the Convention. The port State at next destination port should be communicated regarding BWE + BWT;

5.BWE should be conducted to maximum extent practicable;

6.It is recommended to test treated ballast water using a compliance monitoring device;

7.Records should be made in BWR book;

8.BWM Plan should also be updated to include such procedure when operating in ports with challenging water quality.

We would like to specifically draw your attention to 2.19.3 which states: “The port State authority at that port and flag State should be contacted regarding bypassing the BWMS and if the ship could conduct BWE + BWT within the coastal waters of that State or in any other designated area by that port State”

Please note that notification requirements are required by Liberian Marine Notice POL-014 and your continued reporting to Coastal States is required.

假如一个舱在不同日期分两次压载,在 Mars 报告系统里里只记录最后一次相应日期压入的水量(澳洲卫检检察官这样要求的)但是每一步压水在压载水记录簿里必须详细记录起止时间和数量。

另外压载水处理系统的警报必须能给出合理的解释,建议拍照留底 减少检查时间也减少出错

Biofouling 检查重点

5.Last time in dry dock, plan the date of dry dock熟悉上次进坞时间和计划进坞时间

 Hospital 病房检查

1.Medical expired date 药品过期日期

2.Certificate          证书有效期

3.Medical log book     用药记录

4.Sanitation 病房保持清洁干燥

检察官提出需要记录在medical log上的内容

1.船员自有药品的使用需要记录

2.船员感觉疲劳申请休息需要记录

3.船有药品的使用需要记录

4.船员受伤包扎需要记录

5.过期药品送岸处理需要记录

6.船员上岸看病需要记录

但是同时检察官还会问,现在船员是否健康,有没有人发烧,有没有传染病,如果有就会进一步详细检查。没有任何用药记录一看就不真实明显造假,记录用药过于频繁会引起进一步详细检查 所以陪同检查官人员的回答尤为重要

亚洲飞蛾AGM的检查和船上植物的处理

6-9月被认为是亚洲飞蛾的高风险时间段,如果在24个月内7-9月去过俄罗斯远东(参考图片第6条红线标注处)

6-9月去过中国长江以北的港口的船舶需要离港前24小时由专业机构检查并持有专业机构签发的FSMC检查证书,持有证书后如果在9月底之后没有再去过俄罗斯远东以及中国长江以北的港口的船舶原有证书保持有效,高风险时段再次去过高风险区域原证书失效需要申请专业机构再次检查发证

如果船上有植物,需要报告并且列举出 植物的种类,数量,存放位置,健康状况如有瞒报会被扣分(参考红线标注13条)
