MAPUTO港操作事项小结

我船2052航次靠泊MAPUTO港MATOLA港区装货89746吨铁矿,现小结进出港和装货过程留作日后参考。MAPUTO港由MAPUTO商业区和MATOLA工业区两大部分组成,位于MATOLA河的北岸,是MOZAMBIQUE最重要的港口也是首都所在地,这里距南非RICHARDS BAY 185海里DURBAN 305海里,从MAPUTO往来东南亚的航线大致是从马达加斯加(MADAGASCAR)岛南侧驶向马六甲海峡。
一 预抵港通知PAN(PRE-ARRIVAL NOTIFICATIONS)
抵港前至少96小时( pre-arrival notifications required at Maputo Port to be sent not late than 96 hours prior arrival )向港口当局的电子邮箱isps@portmaputo.com发送表格FORM SEC001rev03- PAN( Pre-arrival notifications)并抄送代理,该EXCEL表格有些类似美国的ENOA,由Instructions-Vessel & Voyage Information-Crew List-Non-crew & Passenger List-Arms & Ammunition Information组成,注意表格Voyage Information的上十港信息中要求各港的代理名称和联系方式,其他和各国的PAN类似,填写完成后点击右上角电子邮件isps@portmaputo.com地址将自动生成主题为Pre-Arrival Notification的邮件,把该表格已附件的形式发给当局即可。
二 ETA通知
海上航行期间给代理发送7/5/3/2/1DAY ETA NOTICE,另需特别注意抵达北1号浮前3小时(ETA to the Fairway Buoy 1N, 3 hours prior their arrival in that position (Buoy 1N).)向下列邮件地址发送ETA并抄送代理

Please advise that MV Spring Wealth ETA Buoy 1N 1420LT/7TH/DEC with arrival df/5.4m da/7.9m
And as per the HEALTH RISK ALERT PROCEDURE requirement, we declare the concerned briefs as below:
(1) Latest crew exchanged on 28th/Sep/2020 at the port of NING BO.
(2) DLOSP on 22th/Nov/2020 at DHAMRA INDIA.
(3) Anti-stowaway search been carried out on board before last port-DHAMRA departure,
No stowaways found on board.
(4) No passenger boarded on board during international sea trip.
(5) Daily temperature checks for all crew been carried out,No temperature above 37.5 found.

When you are within VHF radio communication distance of Maputo please contact Port Control on VHF Channel 16, preferably an hour before arrival at Buoy #1, to enable timeous dispatch of the Pilot Boat to the boarding area.
Masters are responsibles to confirm by VHF CH 12 Maputo Port Control, with two hours’ notice,
The ship's Captain must confirm in writing if any searches for stowaways were carried out when leaving the last port of call. A search for stowaways can be requested to be performed when docked at the Pier. Ships must bear the costs of using companies / specialized/trained entities in search of stowaways on board ships;
三 港口靠离泊和装货作业
船舶从外海进MAPUTO BAY应避开外部浅水区从NORTH CHANNEL(Canal do Norte)进入,在抵达前No.1N浮(北方位标,南侧为浅水区)VHF 12频道向PORT CONTROL报告,锚地有两处,外锚地在No.4N浮附近,内锚地在No.12P东1.5海里引航站附近。航道十分狭窄左右浮筒无法并列布置只能前后错开几乎成一直线并且外部的NORTH CHANNEL有些浮筒丢失或者上部灯体损坏,船舶航道进出港时充分考虑风流压差保持在航道中央行驶,尤其是重载离港过浅水处要特别谨慎控制速度减小下沉量防止擦底。
进出港吃水小于12.5米的船一般在XEFINA CHANNEL的No.12P浮附近上下引水,吃水大于12.5米的将在No.4N上下,引航艇非常小,风速超过30Kt港口引航业务暂停,引水上下时要做好下风保证引水安全登离船,引水梯高度下风舷1米(Pilots usually board ship at Buoy no.12P at the entrance to the Xefina Channel.Outbound vessels drop pilot at the same position except for vessels sailing with draft above 12.5m for which the pilot get off at Buoy no.4N.Ships are requested to make a good lee for safe boarding of the pilot.)靠泊后引水从外挡引水梯离船。
船舶最大装货量由离港时间的潮高决定或者反向装到最大量等待特定的潮水,离港吃水小于12.2米则无需向港方申请许可任何时间都可以开航,离港吃水大于12.2到15.5之间需向港长申请特别许可在高潮时才可离港,具体离港时间考虑原则(XEFINA,POLANA,MOTOLA航道设计水深+潮高-吃水)大于1米富余水深。
港水官方密度1.022可用于预配载,由于受涨落潮影响,水尺检量必须用密度计测量。
港口航道上方有一座中国援建MAPUTO-CATEMBE大桥,空高63米以下没有官方限制(There is a bridge across the River in Port (at channel) and at present there is no official restriction on air draft under 63 mts.)
本次我船靠泊MATOLA港区铁矿石专用码头,为了便于重载离港一般都是空载进港在码头的上游(油轮码头前方空旷的地方)掉头回来向海方向左舷靠,缆绳四二二四前后头尾缆为带缆艇倒缆用撇缆倒缆先带。该码头设计靠泊能力已经不适应大型船舶作业了,我船靠泊后几乎无法装货,在等待落潮接近低潮的时候从后部的舱才能勉强装货,装载机几乎快触碰到舱盖形势十分紧张,为了保证装货安全,在装货初期船舶不能排水否则涨潮的时候就十分危险了。93K船高潮前后靠泊必须考虑风暴压载甚至货舱压载,码头有两个皮带装载机一大一小,大的速率约1600吨每小时小的每小时500吨。本次装货时小装载机损坏只有大装载机工作,码头总装货时间约71小时(包括中间换班停装时间)装货量89740吨平均1263,港口部分岗位工作人员来自南非如引水-水尺检量员等。

四 靠港办关需要准备下列文件

- 4 Nil list
- 1 Maritime Declaration of health
- 1 Vaccination List
- 1 Copy of De-Rating certificate
- 1 Crew effect declaration
- 1 Bond store list
- 1 List of all ship’s certificates
- 1 Last port Clearance (Original + 1 copy)
- All passports or seaman’s book (according to crew list)
- 1 Copy of Master and Chief Engineer’s certificate of competency
- 4 Narcotic List
- 1 NIL Manifest stating that no cargo to be discharged at Maputo
- 2 Ship's particulars
另在港期间每日有所谓的coast guard或者marine police登船检查,少则两人多则三到四人,需要准备的文件Crew list,particulars,last ten ports of call,certificate list,master competency certificate,基本上都是上来借检查的名义索要好处的,他们比较关注的是防鼠挡-梯口安全网-跳板的安放-国旗的升降等。
五 港口防疫
港口各部门都比较重视防疫,引水-代理-官员上船都戴口罩。本次我船办关手续在健身房里进行,该区域独立于船员生活区之外没有空调回风系统,非常适合作为疫情期间办关的临时办公室,船长必须戴口罩护目镜以及小瓶装酒精喷剂随时使用。
船上具体措施
1)提前做好准备,外部人员即将进入的空间空调吸风口关闭并用胶带封死保证该部分空间的空气不被吸入空调系统同时打开两侧门保持通风。
2)外部人员经过的地方地面喷消毒液,每天用84拖地。
3)外部人员接触过的地方用酒精喷雾杀毒,办公电脑打印机关机后酒精喷杀。
以上措施特别是在驾驶台和甲板办公室应认真仔细落实
4)船员正确戴口罩和护目镜或者面罩并经常正确地洗手,需要时戴一次性手套。
5)船舶离港后生活区彻底清洁和通风
6)每日早晚两次全船测体温
