National Immigration Administration improved its innovative entry-exit border inspection at seaports, and worked out ten new measures to provide services and promote the construction of shipping hubs in the Yangtze River Delta.

The ten new initiatives mainly include:

The administrative permit for internal border inspection in the Yangtze River Delta region is "licensing in one place, universal in each region";

Foreign vessels are exempted from port entry and exit procedures in the Yangtze River Delta ports;

International vessels entering and leaving the Ports of the Yangtze River Delta should go through the border inspection procedures at any time;

Online pre-inspection and border inspection administrative permits for international sailing ships;

For international ships berthing at ports for a short time and meeting the requirements of safety supervision, entry and exit border inspection procedures shall be handled at one time;

For ships sailing on international routes leaving from domestic ports and leaving the country directly without loading or unloading personnel at the anchorage places of bonded fuel bunkering in the Yangtze River Delta, but only after bunkering bonded fuel, the exit border inspection and inspection procedures shall be optimized;

During the maintenance period of ship-repairing in the Yangtze River Delta region, provide convenience for personnel getting on and off foreign ships;

Establish a coordination mechanism between immigration border inspection agencies and port and shipping companies in the Yangtze River Delta.

After the implementation of the new measures, it is estimated that the number of administrative permits issued by port border inspection authorities in the Yangtze River Delta region can be reduced by more than 20%. At the same time, it will reduce unnecessary contact between Chinese and foreign personnel and effectively prevent and reduce the risk of imported overseas epidemics.
