The Chinese authorities have caught four vessels for low sulphur fuel violations, the first reported cases of breaches of IMO 2020.

The first vessel was in Dalian when it underwent a Port State Control (PSC) inspection by the Chinese Maritime Safety Administration (MSA) and was found to be using fuel with a sulphur content of 0.59% m/m. This is the first case in Dalian since China MSA issued the “2020 Global Sulphur Cap Implementation Plan”.

The second vessel was in Qingdao. On January 3,China MSA carried out Port State Control (PSC) inspection on a large-scale Korean bulk carrier with a length of more than 300 meters. And the test result is 0.677% m/m.

The third vessel was in Xiamen and found by the MSA to be using non-compliant fuel having been at a berth for six days after changing to compliant fuel. The test result was 0.68% m/m. 

The fourth vessel was in Weihai. On January 8,China MSA investigated and dealt with the first case of foreign ships for low sulphur fuel violations. The test results showed that the sulfur content was 0.542% m / m, confirming that the ship had illegally used fuel oil with excessive sulphur content in the Weihai waters.

China MSA requires these ships to take effective measures to "purify" the ship's fuel system to ensure that the sulphur content meets the 2020 sulphur cap. China MSA will also step up inspections on the sulfur content of fuel in ships arriving at the port, and actively promote the effective implementation of the Global Sulfur Cap to win the "Defense Battle on Water and Blue Sky".
