Dalian Area of China (Liaoning) Pilot Free Zone held a press conference on 12 November, announcing the launch of two new modes of bonded ship oil supply supervision, namely "centralized distribution and supply" and "two-warehouse adjustment and use". The above two innovative initiatives were jointly launched by Dalian Free Trade Zone and Beiliang Port Customs to further optimize the port business environment.
 
Bonded ship oil supply refers to fuel oil for duty-free use of ships on international voyages and is an important part of the international maritime service industry. China is the second largest bunkering market in Asia except Singapore. Therefore, it is particularly urgent to actively adapt to the international industrial development trend, innovate the customs supervision mode and improve the oil supply efficiency of bonded ships. In this context, Dalian Free Trade Zone Management Committee and Beiliang Port Customs have launched the above two new modes for ship oil supply supervision, which has helped China's bonded ship oil supply enterprises to develop rapidly.

Jia Bo, general manager of China Marine Bunker (PetroChina) Dalian Co.,Ltd. said“In the past, it was a single ship and one supply. Now it is centralized shipping and sub-ship supply. The "centralized distribution and supply" supervision mode has improved the efficiency of our company’s ship and warehouse. Lowering the cost of the enterprise, and improving the timeliness of a service externally and the competitiveness of the enterprise."
 
Zhang Hongguang, deputy director of Dalian Free Trade Zone Management Committee, said that the new model of "centralized distribution and supply" and "two-warehouse adjustment and use" has brought real reform dividends to enterprises and effectively improved their sense of gain and satisfaction. The introduction of the two new modes has a positive impact on further optimizing the port business environment, enhancing the competitiveness of Dalian bonded ship oil supply industry and improving the international ship service level of Dalian port.
