Shanghai Municipal Transportation Commission Released the “Circular on Regulating the Vessel Appearance of the Huangpu River”
The Huangpu River is the busiest navigable waters of Shanghai Port. Its core section is known as the urban landscape area both at home and abroad. To further regulate the vessel appearance and environment of the Huangpu River, according to the relevant laws and regulations, the circular is hereby announced as follows:
1. The vessel sailing, berthing and operating in the Huangpu River shall maintain good appearance and neatness.
(1) The ship shall be printed with its name identification in accordance with the provisions and shall maintain its clarity and completeness. The name light box of the ship must be lighted during nighttime voyage;
(2) The ship shall fly the national flag and other statutory flags in accordance with the relevant provisions, set up relevant signs and keep it clear and complete without any damage or defacement;
(3) The ship’s hull shall keep clean, intact, without obvious damage, deformation, rust and stains;
(4) Ships shall, according to the requirements of Shanghai Port for the implementation of the ship emission control zone, use fuel oil that meets the standards and shall not discharge obviously visible black smoke;
(5) The ship shall keep the signal equipment in good condition and display the signal as required.
2. Vessels with suspended dust materials sailing and berthing in the Huangpu River waters shall be taken protective measures and ensure the cargo hold in an unexposed condition.
(1) When the hatch cover is closed, the hatch cover should be kept in completely close condition;
(2) Where a tarpaulin is used, a single dark tarpaulin shall be used and be fixed to ensure that the tarpaulin covers the outer edge of the cargo hold’s hatch coaming;
(3) The hatch cover and tarpaulin shall be kept neat and tidy;
(4) Suspended dusty materials include, but are not limited to: construction waste, domestic waste, muck, mud, sand and gravel materials, coal, cinder, fly ash and so on.
3. The Huangpu River in this circular refers to the navigable waters between Dragon King Temple of Huangpu River and Wusongkou 101 # buoy light.
4. As a violation of the above provisions, the competent department will take measures such as ordering rectification, administrative penalties and so on according to law.
5. Hereby inform: this circular shall come into force on December 15, 2017.
