China’s NPC deliberates maritime protection report xinde marine news 2019-01-01 21:18


China's 13th National People's Congress (NPC) Standing Committee deliberated a maritime protection report in its seventh group meeting in Beijing on Friday. 
 
The report was submitted by its law enforcement inspection team. 
 
The NPC standing committee members voiced their views and proposals on the report. 
 
They said that the report is an objective summary of the basic situation of the implementation of the Maritime Environment Protection Law and gave an in-depth analysis and study of the existing outstanding problems and their causes. 
 
Gao Hucheng, member of the 13th NPC Standing Committee, said: "The biggest features of the report, I think, is that it does not avoid existing problems and has identified by name the problems found during the inspection tour, especially the problems found in the randomly selected places." 
 
Li Rui, another member, said: "The pollution is still very serious in the local offshore sea areas. The supervision and management of pollutants outlets to the sea is not strict enough. The land- and sea-sourced pollution control is out of joint, lacking strength. The maritime ecology protection and restoration are lagging behind. The maritime environment supervision and management system has not been put in place. There is a lack of support by science and technology. The laws and regulations are not perfect. All these merits our high attention." 
 
The report puts forward suggestions and proposals according to the problems found. That is conducive to pushing the government functionaries and the whole society to enhance their sense of law, implement their legal responsibilities so as to make the Maritime Environment Protection Law carried out in spirit and to the letter.
