The Maritime and Port Authority of Singapore (MPA) has announced further steps it is taking to prepare for IMO’s 0.5% cap on sulphur content in marine fuel coming into force on 1 January 2020.

Speaking at the Singapore Registry of Ships (SRS) Forum on 30 November, MPA chief executive Andrew Tan outlined the ways in which MPA is preparing the Port of Singapore for 2020.

MPA and the Singapore Shipping Association (SSA) have released two technical guidance booklets, one aimed at Singapore-registered vessels and another aimed at vessels calling at Singapore, outlining options available for shipowners to comply with the new reulations, including use of technology such as exhaust-gas cleaning systems (scrubbers), alternative fuels and compliant fuel oil.

Mr Tan said: “The booklets provide detailed guidance and best practices for ships to comply with the IMO 2020 regulations, as well as the requirements and procedures that ships have to abide by when calling at Singapore.”

“We will also be organising various engagement platforms to address any concerns that the industry may have in the run up to 2020 and beyond, and to update you of any new developments,” said Mr Tan.

MPA will jointly hold a technical workshop with SSA for SRS operators, said Mr Tan, and an MPA-SSA industry panel discussion will also take place. He added: “We will be engaging like-minded ports and maritime administrations to share best practices in the implementation of this regulation.”

“We are working closely with our bunker suppliers to ensure that there will be adequate supply of compliant fuel oil in Singapore well in advance of 2020,” said Mr Tan.
