救生设备和消防设备的检查和指导意见

消防救生设备的有效性关系到船员的人命安全和船舶的运营安全，是我们日常工作中除了航行值班的重中之重，也是PSC检查的重点项目。
设备的检查分周检、月检、三个月检查、半年检查、年检、5年检查，有些项目(比如说周检月检)可以船员自己做，而有些项目只能由官方认证的机构进行检查并且出证书。
由于航行抛锚等原因，SHORE SERVICE的项目，不可能在证书到期的那一刻才进行检查，要有提前量。这就要求我们驾驶员熟悉自己分管设备检查周期以及检查时间，根据船期靠离港计划等，提醒船长提前报告公司(有的公司要求提前三个月报告公司)做好准备，公司机务会联系服务商登轮或设备送岸检查或检修 。
这里列举15项重要设备的SHORE SERVICE检查周期以及检查项目，供大家参考。
1.SCBA. 呼吸器
-Annual examination – Shore service
-5-Year - SHORE SERVICE. Pressure test of all cylinders- stamped on the cylinders.
2.BA Compressor 空压机
-1 month – by Crew- Engineer - Inspection / operational test (running hours records to be maintained)
-6 month – by Crew- Engineer - Change air filter / Inspection / operational test
-1 Year – by Crew - Annual inspection and maintenance a/p Manufacturer's instructions.
-1 Year – SHORE SERVICE - AIR Quality test to be done.
3.EPIRB 应急无线电示位标
1-Year Annual test - Part of Safety radio survey and not to be arranged separately.
Re: Hydrostatic Release – Capt to purchase (following supply procedure) and replace it on board.
Remark: Must do it during Survey (Annual/ Periodical/ Special) as it is part of the radio survey.
When Battery expires – comes cheaper to purchase new unit as if change the battery – then require water tightness test and all comes more expensive then renew the unit. When unit renewed master must send to office the registration form (coming with the new unit) with new unit details (scanned copy).
4.EEBD.
Annual examination – According to the MSC.1/Circ.1432, an annual examination of the EEBDs must be conducted in line with the device manufacturer's instructions. Please refer to the manufacturer's manual to determine whether a shore service inspection is necessary.
If the ship's crew performs the annual EEBD inspection, ensure the following documents are readily available on board:
- Photos from the last annual inspection
- The maker manuals
- A training certificate for the 3rd officer
- The original EEBD certificate.5-Year SHORE SERVICE
Pressure test of the cylinder only – stamped on the cylinder.
IMPORTANT – shore service is to be done within the survey window - +/- 3 months of the anniversary date and prior to or during the Class survey.
5.AIS 自动信息识别系统
1-Year Annual test - Part of Safety radio survey – to be performed during safety radio surveys (Annual/ Periodical / special) and NOT separate service required.
6.LRIT 远程信息传输系统
No annual tests applicable. Original Certificate – LRIT conformance test report to be on board.
7.SVDR 俗称船用黑匣子
1-Year Annual test - Annual Performance Test (APT).
To be performed in Annual Survey WINDOW (+/-3 months of Anniversary date) and prior to or during the Class survey.
8.Fire Fight Extinguishers – portable and semi-portable and Fixed Flooding system. 灭火器
IMPORTANT – shore service is to be done within the SE survey window - +/- 3 months of the anniversary date and prior to or during the Class survey.
ØFOAM APLICATOR
NO SHORE SERVICE of the applicator its self. You must have the foam Certificate valid – 3 years validity then replace or perform foam analysis ashore. It comes cheaper to replace the foam.
So , 3-Year – foam replacement
ØFoam Semi-portable FE 泡沫灭火器
1-Year - INSPECTION by crew ,
Foam analysis ASHORE (after 3years fm manufacturing - every year analysis).
As comes cheaper – we replace the foam and then next due comes in 3 years.
5-Year – SHORE SERVICE
10-Years – Hydro test if applicable (pressurised cylinders) - SHORE SERVICE

ØCO2 Portable AND Semi-portable FE 二氧化碳 灭火器
2-Year - Service/ Examination – by ship’s crew and manufactures instructions – Weight verification.
5-Year – SHORE SERVICE
10-Years – Hydro test if applicable (pressurised cylinders) - SHORE SERVICE
ØFIXED CO2 / Halon 固定二氧化碳灭火器
1-Year – SHORE SERVICE (Inspection / Blow / Cylinder contents).
20-Year – SHORE SERVICE (Cylinders hydro test- must be stamped on the cylinders).
Remark: for helon system – after 20years we are obtaining extension fm flag for 5years hydro test
ØFIXED foam flooding systems 固定泡沫灭火系统
1-Year– INSPECTION by crew and Foam analysis ASHORE (after 3years fm manufacturing).
Foam Inspection. Check temperature of stowage position. Check foam level maintained. Check that foam is maintained with temperature acc to manufacturer's requirements (usually -2 to +45 deg C). Land a Foam Sample ashore for testing.
Note: After foam manufacture, the next foam inspection is due in 3 years. Then foam inspection has to be carried out annually
5-Year – SHORE SERVICE on board
Control valves of the fixed fire-fighting system to be internally inspected.
Check valves for tightness. Check foam level maintained. In case foam renewal- ensure tanks properly cleaned.
9.Immersion Suits 浸水服
IMPORTANT – shore service is to be done within the SE survey window - +/- 3 months of the anniversary date and prior to or during the class survey.
SHORE SERVICE:
- Imm suits < 10 years old once every 3 years
- Imm suits >= 10 years old every2 years.
10.Lifeboats and launching appliances: 救生艇
IMPORTANT – shore service is to be done within the SE survey window - +/- 3 months of the anniversary date and prior to or during the class survey.
Remark: It is to be done by Makers approved company (personal undergone training with the manufacturers). If no such company available, then flag can authorise non-makers approved company and in this case, the service of LB is witnessed by Class Surveyor.1-Year – SHORE Inspection on board.
5-Year – SHORE SERVICE
Includes load test – david/winch brakes and boat – during Special servey. IMPORTANT – 5-year service is not to be postponed.
11.Liferafts. 救生筏
IMPORTANT – shore service is to be done within the SE survey window - +/- 3 months of the anniversary date and prior to or during the class survey.

12.Inflatable LJ 气胀式救生衣
IMPORTANT – shore service is to be done within the SE survey window - +/- 3 months of the anniversary date and prior to or during the class survey.

13.Medical oxgency Set 医用氧气
30-Months – SHORE SERVICE – resuscitator service/ calibrtion
5-Year – SHORE SERVICE - resuscitator service/ calibrtion + Cylinders pressure test
14.SART 搜救雷达应答器
Battery to be changed once expired. Master to send Requisition to office with equipment full style details.
15.GMDSS walkey talkeys. GMDSS 用对讲机
Battery to be changed once expired. Master to send Requisition to office with equipment full style details.
特别提醒
1.浸水服
—浸水服有大小号，船员换班一定根据船员身高体型合理分配，如船员过胖、过高，需要特别申请
—小于十年的浸水服3年送岸检测，大于十年浸水服的2年送岸检测
—有些浸水服直接使用，有些需要配合救生衣使用，在平时演习过程中要注意
2.机舱由于温度过高EEBD的面罩容易损坏，气瓶容易漏气，要加强检查
3.EPIRB 检测时同时关注静水压力释放器过期日期
4.固定泡沫系统的泡沫，自制造日期算起三年需要岸检，三年后每年都要岸检
5.船舶在航行于寒冷地区时，救生艇艇机燃油可选择-10#或者-20#的柴油，有必要时可选择标号更低的柴油以保证艇机正常启动
6.救生筏年检 要同时关注静水压力释放器过期日期，另外岸检送回来救生筏要确认绑扎带是否需要剪掉
