浅析马来西亚PENGERANG港
位于马来西亚柔佛南部的Pengerang石油一体化综合发展项目 (PIPC)。PIPC占地20000英亩,预计将在亚太地区的油气下游价值链中发挥重要作用。有人把它的发展比作 “东方鹿特丹”,如荷兰这个著名港口一样,堪比新加坡的油气枢纽吞吐量,成为世界上最大的炼油及石化港口。
边佳兰(也译作卞佳兰)深水码头(PDT)是由DIALOG集团2009年开创,2014年开始运营的下一代储运码头。
作为DIALOG集团“东方鹿特丹”愿景的一部分,该项目构思于2007年,PDT(边佳兰深水码头)位于马来西亚半岛南端,具有战略意义。由于其靠近国际航运通道,PDT(边佳兰深水码头)有望成为石油、天然气和石化产业的区域性下游产业的枢纽。
PDT(边佳兰深水码头)占地1200英亩,拥有三个码头(一期、二期和三期)、19个泊位,具有天然的避风功能,因其独一无二的深水条件,能够运营满载的VLCC和Q-Max天然气船(LNG)。
一、概况
Pengerang Independent Terminal
共6个泊位,北面里档由东向西依次为601、602、603泊位,南面外档由西向东依次为604、605、606泊位(如下图)

二、抵离港程序及注意事项
1.抵港
代理会给船上发E-mail告知Pre-arrival文件资料、引航站的位置、港务局的联系方式和注意事项。
边佳兰港(PENGERANG1°19.43'N 104°10.41'E)在新加坡海峡东口分道通航北侧,过了Horsburgh 灯塔12海里左右警戒区北侧,锚地在码头西面5海里左右,如下图所示。时区:东八区;
流向多变,流速一般1-2节,泊位处观察到的最大流速为2.8节,每天大概0400、1000、1800、2200前后转流。风多为3-4级的偏南风和西南风。
抵港前在CH11频道上提前4/3/2/1小时联系JOHOR PORT CONTROL(NP286上面是提前3/2/1小时联系),报告到引航站的ETA。无论是靠码头还是抛锚都是强制引水,直接靠码头就是中间的EPBG A(1°18′·16N 104°12′·20E),去锚地就是西面的WPBG(1°17′·35N 104°07′·46E),但是去抛锚,引水会提前在CH11上联系船上给锚位,在锚地边上引水。

PROCEDURE:
(1) Vessels are requested to contact Johor Port Control at least 3h before arrival at the East Pilot Boarding Grounds and West Pilot Boarding Ground on VHF Ch 11 or 77 for pilotage instructions.
(2) Pilot boardsin the following positions:
(a) East Pilot Boarding Ground: 1°18′·97N 104°16′·90E
(b) East Pilot Boarding Ground (A): 1°18′·16N 104°12′·20E
(c) West Pilot Boarding Ground: 1°17′·35N 104°07′·46E
2.靠泊和抛锚
靠离码头强制引水,两条拖轮。抛锚期间守听CH11(JOHOR PORT CONTROL)和CH77(PENGERANG DEEPWATER TERMINAL)。
3.离港
离港后下完引水,CH10联系VTIS EAST,报告离港和下一港,穿越警戒区。交管会问净空高度和最大吃水。
4.靠泊期间注意事项
本轮几次靠的都是6209泊位。该泊位水深13.5米(但是根据本轮的测深仪显示为13米)最大能靠45000DWT的船。这几次本轮装的都是warmpropylene,最大流速300MT/H,货温35-36度,一般流速稳定后就开启压缩机,货罐冷却水。因为流向多变要注意缆绳的调节,保持manifold的位置。接管码头来人,只接液相,液压锁紧。码头会给船上一个对讲机和充电座。
船岸安全通道是码头的岸梯,虽然潮差只有2米多,但是甲板较窄的船也要及时通知码头调整梯子的位置,防止刮碰栏杆和顶到罐裙。如下图2梯子后面的液压杆已经快碰到栏杆了。
