Recently, the office of Shanghai combined-port management committee took the lead in launching the "pilot port areas for shore power application" in the Yangtze river delta ship emission control area, making the Shanghai Wusong international cruise port,Tonghai area of nantong port of Jiangsu and Chuanshan area of zhoushan port of Ningbo as onshore power pilot port area, which aims to solve the bottleneck problems caused in using of  medium-high voltage.

It is reported that the establishment of the "pilot port area for shore power application" is an important measure to actively implement China government's idea of ecological civilization and a livelihood project to improve people's living environment. The pilot areas will ensure the responsibility of different part and improve the positivity of carring out to use the shore power through tring to promote the "cost sharing policy for shore power utilization",which means that part from the government subsidies and electricity price discounts, part from the profits of the  machinery suppliers and investors, and part from the payment of the port enterprises and the shipping companies. And it also refines and improves relevant standards, specifications and operating procedures, encouraging and promoting the technical department of onshore power to take the initiative to contact the shipowner, so as to make better technology connection between the ship and onshore equipment and ensure the safety for ship.

Moreover, the pilot port will also build long-term effective mechanism of ecological compensation and protection, reward the port and shipping enterprises which remould the equipment to use shore power and more stringent regulations will be imposed on those enterprises which fail to meet environmental standards. At the same time,it will enhance the enterprise’s consciousness of using onshore power and explore the ways of using onshore power compulsorily in time.
