Recently, China's Ministry of Transport issued the "Notice of the Ministry of Transport on Further Ensuring Crew Changes of International Voyage Vessels" to urge the safe and orderly promotion of crew changes on international voyage vessels.
 
The "Notice" makes it clear that the crew change of ships on international voyages shall not be suspended without authorization.
 
The "Notice" requires that all units should promptly discover and coordinate to solve the specific problem of crew changes, and actively promote relevant regions to further optimize the change system and process.
 
Strengthen the supervision and management of relevant parties such as shipping companies, crew service agencies, port companies, and shipping agencies, and promote all parties to implement the crew change responsibilities, and jointly promote the realization of "change as much as possible, change as quickly as possible".
