The proposal to amend the Procedures for Port State Control, 2019 (resolution A.1138(31) led by Guangzhou Maritime Safety Administration was formally submitted to IMO and included in the agenda of the 7th session of Sub-Committee on Implementation (III).

This proposal is also the first proposal written by Guangzhou MSA and successfully submitted to IMO, achieving a "zero" breakthrough in the participation of international maritime affairs.
 
The purpose of this proposal is to propose Sub-Committee III to discuss the alternative measures to harmonize port state control (PSC) activities and procedures worldwide. The document reviews the adverse impact of the COVID-19 pandemic on port state control activities, and introduces implementation of remote PSC inspections as a practical alternative in some Member States, as well as proposed amendments to the Procedures for Port State Control, 2019 (resolution A. 1138(31)), to carry out PSC inspections under pandemic.

Since COVID - 19 outbreak, global PSC activities have been severely restricted. The PSC data of member states including China has dropped significantly, and unable to form high pressure to low standard ships, resulting in a large number of cases in which ships cannot comply with international convention standards. The emergence has a serious impact on maritime traffic safety and crew rights.

Guangzhou MSA continues to pay close attention to the international maritime information trends, takes the adverse impact of COVID-19 on port state control and shipping industry as the breakthrough point, and determines that "implementation of remote PSC inspections as a practical alternative in some Member States under special reasons." as the direction of the proposal.
 
Under the professional guidance of China MSA and Guangdong MSA, the proposal was successfully submitted to International Maritime Organization.
