Recently, Shenzhen Maritime Safety Administration issued first electronic certificate for seafarers, marking that Shenzhen seafarers' certificate took the lead into the electronic era.
It is reported that the Shenzhen Maritime Safety Administration fully integrates the data of certificate issuance and follow-up supervision in the electronic certificate, which will be the first trial in the application and promotion of Chinese seafarers' e-cert system. The seaman electronic certificate issued by the bureau is a leisure travel vessel driver's license. It adopts the national electronic license technical standard, stamps the electronic seal, automatically generates the electronic document code, has one-key inquiry of QR codes and the official website verification function, which has accumulated the experience for the other kind of seaman electronic certificate issuing.
The launch of electronic seafarers' certificates is another innovative measure taken by Shenzhen Maritime Safety Administration to deepen the reform of "delegating control and service" and serve the construction of Guangdong-Hong Kong-Macao greater bay area.
From the perspective of service, it not only solves the problems of loss, damage and inconvenience of paper certificates, but also reduces the printing cost and administrative management cost of certificates. From the perspective of supervision, it is conducive to the rapid identification, timely investigation and punishment of major illegal ACTS such as sailing without a license, strengthened anti-counterfeiting function, and will effectively ensure maritime traffic safety.
