Recently, The China Association for Science and Technology (CAST) announced the approval results, and the China Institute of Navigation was officially listed as the pilot unit for the construction of CAST's decision-making and consulting expert team in 2022. The "Expert Team of Navigation Intelligent Decision Making of China Institute of Navigation", "Expert Team of Navigation Safety Emergency Decision Making of China Institute of Navigation" and "Expert Team of Navigation Green and Low-carbon Decision making of China Institute of Navigation" declared by China Institute of Navigation were all approved.
The Expert Team of Navigation Intelligent Decision Making of China Institute of Navigation is led by Zhang Baochen, executive vice president of China Institute of Navigation and chief expert of China Waterborne Transport Research Institute, and Sun Yuqing, vice chairman of China Institute of Navigation and president of Dalian Maritime University. It aims to promote the research on key technology database of the core elements of intelligent shipping, key technology r&d and industrialization capacity assessment, intelligent navigation governance, traffic safety risk prevention and control of intelligent navigation, and traffic safety risk identification and assessment of intelligent navigation, etc., which will make a leading contribution to the development of the industry in this field.
The Expert Team of Navigation Safety Emergency Decision Making of China Institute of Navigation is led by Xu Zuyuan, former vice minister of the Ministry of Transport of People's Republic of China, and Liu Gongchen, former director general of safety of the Ministry of Transport of People's Republic of China. Mainly through sorting out laws and regulations, standards and policies and systems related to passenger roro transportation, analysis and judgment of the current situation of passenger roro transportation safety management, based on the safety risk characteristics and safety management elements of passenger roro transportation, systematic study of passenger roro transportation safety management system composition. The research and construction of the whole chain, the whole link of passenger roro transportation safety management system with source management, collaborative management, system management and science and technology management as the content, to provide strong technical support and institutional guarantee for relevant legislation and industry safety supervision.
The Expert Team of Navigation Green and Low-carbon Decision making of China Institute of Navigation is led by Yan Xinping, Member of the Chinese Academy of Engineering and professor of Wuhan University of Technology, and Zhu Jianhua, vice president of China Waterborne Transport Research Institute. By analyzing the needs of the situation at home and abroad to China waterborne transport low carbon development and the present situation of carbon emissions, waterborne transport low carbon development challenges, to build China's waterborne transport industry carbon emissions inventory, forecasting waterborne transport industry of carbon emissions to peak time and peak, is put forward under the "double carbon" target decision-making consultation policy suggestions of waterborne transport development strategy in China.
