The Committee agreed to invite interested Member States and international organizations to work intersessionally and submit updated proposals to the next session.
4. The Committee discussed the issue of including fuel safety issues in GISIS and flash point as mandatory information in the fuel delivery note (BDN) contained in the annex to MARPOL Annex VI. The Committee agreed to invite MSC 105 to note the status of the work undertaken at MEPC in relation to flashpoint of fuel oil.
ENERGY EFFICIENCY OF SHIPS
1. The Committee approved MEPC.1/Circ.896 on 2021 Guidance on treatment of innovative energy efficiency technologies for calculation and verification of the attained EEDI and EEXI. The method for selecting the wind field matrix of the draft calculation guideline is determined. And the Committee agreed to keep the guidance under review based on application experience.
2. Regarding the concept of shaft power limitation used for EEDI, clarification of EEDI data reporting requirements under MARPOL Annex VI, EEDI application date of unconventional propulsion passenger ships, 2018 EEDI calculation guidelines revision recommendations, energy efficiency requirements for newly built VLCC, new EEDI issues caused by ship machinery design including components performance and changes, etc., were pushed to the MEPC78 meeting for deliberation.
Reduction of GHG emissions from ships
Four sub-items were considered under this item.
1. Proposals related to the 2050 level of ambition and the revision of the Initial IMO GHG Strategy
In considering proposals related to the 2050 level of ambition and the revision of the Initial IMO GHG Strategy, a number of delegations stressed the need for the Organization to send a clear signal on its commitment to reduce GHG emissions from ships to achieve zero emissions by 2050 or net-zero emissions by 2050, while a number of delegations stressed that in the revision process, building upon the guiding principles of the Initial Strategy, due consideration should be given to impacts on States and scaling up action and support to developing countries, including finance, technology transfer and capacity building to ensure a fair and just transition.
Following consideration, the Committee recognized the need to strengthen the ambition of the Initial IMO GHG Strategy and agreed to conduct a revision of the Initial GHG Strategy with a final draft Revised IMO GHG Strategy to be considered by MEPC 80 (Spring 2023), with the view to adoption.
2. Outcome of ISWG GHG 9 and 10 and proposals related to the development of mid- and long-term GHG reduction measures
The Committee considered and approved the reports of ISWG-GHG 9 and ISWG-GHG 10. In conjunction with the consideration of the outcome of ISWG-GHG 10 on mid-term GHG reduction measures in the context of Phase I of the Work plan for the development of mid- and long-term measures, the Committee also considered documents submitted to this session providing proposals and comments related to specific candidate measures or to general principles on the development of mid- and long-term measures. A variety of views were expressed at this session.
Following consideration, the Committee agreed to forward all documents considered under this part of agenda item 7, including proposals for concrete measures and for guiding principles, to ISWG-GHG 12 for further consideration in the context of Phase I of the Work Plan.
3. Revised proposal for an International Maritime Research and Development Board
The Committee recalled that MEPC 75 had acknowledged the proposal by industry organizations to establish an International Maritime Research and Development Board (IMRB) and the associated IMO Maritime Research Fund (IMRF). The Committee also recalled that due to lack of time MEPC 76 could not finish the full consideration of the revised IMRB proposal and associated amendments to MARPOL Annex VI, and not all delegations were able to express their views at MEPC 76. The discussion which had been suspended at the last session was resumed at this session, and only one round discussion was conducted.
Following consideration, the Committee instructed ISWG-GHG 12 to further consider the proposal for an IMRB and associated fund.
4. Proposal for revision of Data Collection System
The Committee agreed to instruct ISWG-GHG 11 to further consider the proposals under this sub-item with a view to advising MEPC 78 on a way forward due to lack of time.
Work programme of the Committee and subsidiary bodies
AMEND the terms of reference for the Correspondence Group on Carbon Intensity Reduction:
1) incorporate proposals submitted to MEPC 77 to draft guidelines on correction factors for certain ship types, operational profiles and/or voyages for the CII calculations (G5); and
2) add TOR “consider proposed amendments to the EEXI calculation guidelines and the EEXI survey and certification guidelines to incorporate the in-service measurement method to determine a reference speed”.
ESTABLISH an Ad-Hoc Expert Workshop on impact assessment （8 and 9 March 2022） to review the assumptions and methodologies for both assessing impacts on ships and on States, identify how to carry out qualitative/stakeholders assessments and submit a written report to ISWG-GHG 11.
Follow-up work emanating from the Action Plan to address marine plastic litter from ships
1. Proposal regarding making the Garbage Record Book mandatory for ships of 100 GT and above.
Given the widespread support that the proposal received the Committee instructed the PPR Sub-Committee to prepare draft amendments to MARPOL Annex V.
2. Proposal regarding making the marking of fishing gear mandatory through amendments to MARPOL Annex V.
Having considered the views expressed, the Committee agreed to forward documents to PPR 9 and instructed the PPR Sub-Committee to further consider the potential regulatory (mandatory and recommendatory) options for promoting marking of fishing gear.
3. Strategy to address marine plastic litter from ships
The Committee adopted resolution MEPC.341(77) on Strategy to address marine plastic litter from ships.
Pollution prevention and response
1.The Committee adopted resolution MEPC.342(77) on Protecting the Arctic from shipping black carbon emissions, which urging Member States and ship operators to voluntarily use distillate or other cleaner alternative fuels or methods of propulsion that are safe for ships and could contribute to the reduction of Black Carbon emissions from ships when operating in or near the Arctic.
2.The Committee approved the amendments to MARPOL Annex II Appendix I (Guidelines for the categorization of noxious liquid substances),including a reassigned column E1 and a sub-categorization of column C3 of the GESAMP Hazard Profile table.
3.The committee agreed to postpone the deliberation of the 2020 IBTS guidelines to the MEPC78 for deliberation.
Reports of other sub-committees
1. The draft Procedures for port State control, 2021 and the associated draft Assembly resolution was approved, and revoke resolutions A.1138(31) and MEPC.321(74);
2. The draft Survey Guidelines under the Harmonized System of Survey and Certification (HSSC), 2021 and the associated draft Assembly resolution was approved, and revoke resolution A.1140(31).
3. The draft 2021 Non-exhaustive list of obligations under instruments relevant to the IMO Instruments Implementation Code (III Code) and the associated draft Assembly resolution was approved, and revoke resolution A.1141(31).
4. The draft amendments to the IBC Code was approved with a view to subsequent adoption at MEPC 78. It will apply to all ships.
5. The draft amendments to MARPOL Annex I was approved with a view to subsequent adoption at MEPC 78. They should apply to existing and new ships.
Work programme of the Committee and subsidiary bodies
1. Approved the new output of "Amendments to of regulation 13.2.2 of MARPOL Annex VI". It is proposed to amend regulation 13.2.2 of MARPOL Annex VI to clarify that diesel engines can replace oil boilers as "alternative diesel engines" and consider revising the 2013 Guidelines as required by regulation 13.2.2 in respect of non-identical replacement engines not required to meet the Tier III limit (resolution MEPC.230(65)) (2013 Guidelines). This output is included in PPR9 and is scheduled to be completed in 2022.
2. Approved the new output of "Amendments to resolution MEPC.244(66)", by revising the provisions of annex 2 of 2014 Standard specification for shipboard incinerators (MEPC.244(66) Resolution) on fire protection requirements for incinerators and waste stowage spaces, to remove the discrepancies between resolution MEPC.244(66) and SOLAS chapter II-2. This output is included in SSE9 and is scheduled to be completed in 2022.
