Operational test inspection in Shanghai port is coming


OVERVIEW
 
Shanghai MSA will conduct operational test inspection to ensure safe operation onboard. The inspection will be carried out from 1, June to 30, June,2021. Andall ships falling within the scope of targeting rules either from China MSA or Tokyo MOU, will face the inspection by Shanghai MSA.
 
Since the inspection aims at operational test on board, thus may we hope more attention from seafarers paid to these aspects hereinafter.

On 28th, May 2021, Sunshine Inspection published one Chinese edition notice on operational test inspection which will be conducted in Shanghai port by Shanghai MSA. Upon the request of our fans, we are pleased to prepare the English edition as following. We will provide more articles in English where appropriate and hope more and more readers join us and share your ideas.

Part A  Inspection items
 
01 Steering gears
 
1  Are emergency operations and drills carried out on board periodically and satisfactoriedly?
2  Is there any written procedure relating to steering operation mode switch?
3  Are the tests on low-level alarm for hydro-oil tank, loss of power or phase failure or overload of steering gears carried out on board?
 
02 M/E and A/E
 
1  Are emergency switch and related operations of M/E satisfactory?
2  Are the startup and power supply of emergency generator satisfactory?
3  Is the alarm on high-pressure fuel leakage satisfactory?
4  Are the low-pressure of M/E lubricator oil, high temperature of cooling water of M/E, and emergency stop of M/E satisfactory?
5  Are the auto-startup, parallel operation and load distribution of emergency generator satisfactory?

03 Stability and Securing
 
1  Is stability calculation carried out on board and satisfactory?
2  Is the stowage and securing arrangement satisfactory?
3  Is the stowage and segregation of cargos satisfactory?
 
04 Fire-fighting equipment
 
1  Are the key seafarers familiar with operation of fixed fire-fighting system?
2  Are the quick-closing valves and fire dampers satisfactory?
3  Are the tests on start-up of emergency fire pump and operation of segregation valve satisfactory?
 
Part 2  Key points
 
For better understanding and preparation for this, hereinafter are some tips which may be helpful.

1 Is the crew familiar with emergency steering operation and drill?
  • Is the captain in charge of emergency steering operation and drill
  • Is the seafarer assigned to operation in steering gear room familiar with operation procedures?
  • Is office in wheel house familiar with communication between wheel house and steering gear room?
  • Is the helmsman familiar with steering operation?
  • Is the communication and coordination between wheel house and steering gear room satisfactory?
     
2 Test on low-level alarm for hydro-oil tank, loss of power or phase failure or overload
  • Is the low-level alarm for hydro-oil tank satisfactory?
  • Is the loss of power, phrase failure and overload test satisfactory?
  • Is the steering device satisfactory?
  • Is the test on emergency steering satisfactory?
     
3 Emergency generator startup and test
  • Is the manual-startup of emergency generator satisfactory?
  • Is the emergency generator ready for power supply?
  • Is the auto-startup and power supply test during blackout satisfactory?
  • Is the emergency generator can substitute the main generator in emergency situations?
     
4 Familiarity with emergency switch and operation in E/R
  • Is the control on M/E switch between wheelhouse and steering gear room satisfactory?
  • Is the interlocking mechanism operation for M/E satisfactory?
  • Is the on-spot startup and switch satisfactory?
  • Is the engine telegraph satisfactory?
     
5 Familiarity with fuel leakage test
  • Is the key engineer familiar with test on fuel leakage?
  • Is the test on high temperature of cooling water and auto-stop satisfactory?
  • Is the reset of fuel leakage alarm satisfactory?
     
6 Slow down or stop of M/E during low pressure of lubricating oil, high temperature of cooling water, and emergency stop of M/E
  • Are the tests on alarm for lubricating oil low-pressure and slowdown or auto-stop satisfactory?
  • Are the tests on alarm for high temperature of cooling water and slowdown or auto-stop satisfactory?
  • Is the test on M/E emergency stop satisfactory?
     
7 Familiarity with auto-startup and parallel power supply and load distribution
  • Is the emergency stop of M/E satisfactory?
  • Are the tests on startup and auto-startup of generator satisfactory?
  • Are the frequency governor and voltage governor satisfactory?
  • Are the operations of parallel power supply and load distribution satisfactory?
  • Is the sequence setting of standby generators satisfactory?
  • Is the operation of power supply during black-out satisfactory
     
8 Familiarity with operation of fixed carbon dioxide fire-fighting system
  • Is the key office familiar with the carbon dioxide fire-fighting system?
  • Is the simulation operation of carbon dioxide fire-fighting system satisfactory?
  • Is the test on release of carbon dioxide fire-fighting system satisfactory?
  • Is the simulation of quick shut-off satisfactory?
  • Is the scaling measure for carbon dioxide cylinders satisfactory?
     
9 Familiarity with fire detecting system, firefighter’s outfit, EEBD and other portal fire-fighting devices
  • Is the fire detecting system satisfactory?
  • Is the smoke, thermal and light fire detector satisfactory?
  • Is the manual fire alarm satisfactory?
  • Is the smoke extraction system for cargo hold satisfactory?
  • Is the donning of firefighter’s outfit satisfactory?
  • Is the simulation operation of EEBD satisfactory?
     
10 Familiarity with emergency fire pump and segregation valve
  • Is the test on startup of emergency fire pump satisfactory?
  • Is the is simulation operation of emergency fire pump and vacuum pump satisfactory?
  • Is the operation of segregation valve satisfactory?
  • Is the pressure and water flow satisfactory?
     
11 Familiarity with quick-closing devices and fire-dampers
  • Are the quick-closing devices satisfactory?
  • Is the remote control on quick-closing devices satisfactory?
  • Can the quick-closing devices be reset satisfactorily?
  • Is the operation of fire-dampers satisfactory?
     
12 Stability
  • Is the stowage plan ready and satisfactory?
  • Is the captain or C/O familiar with the stability calculation?
  • Are the cargos loaded according the stowage plan and satisfactory?
  • Is the key officer familiar the emergency operation during stability losing?
     
13 Securing
  • Is the captain or C/O familiar with securing requirements?
  • Is the training on securing carried out on board?
  • Are cargos secured according to cargo securing manual?
 

Part 3  Typical cases
 
1  Key engineers are not familiar the test of lubricating oil low-pressure alarm for M/E.

2  key engineers are not familiar with the test on low-level and phrase failure for steering gear.

3  The captain and C/O cannot conduct stability calculation effectively and correctly.

4  During testing phrase failure alarm of steering gear, improper operation leads to malfunction of steering gear.

5  No power supplied to emergency switch after emergency generator was started, and the emergency generator cannot be started manually with No.2 battery pack.
