"According to one of our members, they were told by local agents that all vessels calling at a Chinese port shall stay for 14 days before berthing regardless of whether the vessel changed crews or not. Could you kindly check the above?"
There is no such formal requirement or notice posted by the Ministries requiring compulsory quarantine on vessels which have no crew change within 14 days before entering China.
For the quarantine requirements of local ports, we get to know through our local offices that:
1. At Bayuquan Port (Dalian Area) and Boao Terminal (Xiamen Area), the vessel would very likely be quarantined and has to make up the difference if she calls at the last foreign port within 14 days;
2. Members who have repair schedules or berthing plan in Shanghai are suggested to contact their local agent as early as possible for the latest quarantine requirements so as to avoid unexpected delay.
The latest quarantine requirements are listed as below for your kind reference.
Dalian Area
Bayuquan Port
1. The port authority requires the vessel to stay at anchorage until 14 days after she calls at the last foreign port.
2. All crew members are required to take NAT after berthing.
3. Only all crew members are tested negative, shall the vessel be agreed to take her berth for cargo operation.
Dalian Port
In normal condition, the vessels are required to stay at anchorage until 14 days after embarkation by the sign-on crew at a last foreign port. Spot-check may be arranged by local port authorities.
Tianjin & Hebei Area
To our knowledge, there is no special requirement for foreign vessels calling at local ports.
Qingdao Area
To our knowledge, there is no special requirement for foreign vessels calling at local ports.
Shanghai Area
Each port has a different policy and requirement in regard to foreign vessels entering China. The port authorities may deal with the issue on a case by case basis.
As our best knowledge, the ship yard may put a strict requirement on the foreign vessels that are in need of repair. However, it will depend on several elements like the degree of berth congestion.
Terminals of power plant in Shanghai request the vessel to stay at anchorage until 14 days after change of crew at the last foreign port.
There is no special requirement for public terminals.
Ningbo Area
As from January 6th, 2021, Zhoushan port authorities suspended to examine and approve all repair orders for vessels with Filipino crew for 28 days.
Xiamen Area
Luoyuan Port, Boao Terminal
The port authority requires the vessel to stay at anchorage until 14 days after she calls at the last foreign port.
Guangzhou Area
Foreign vessel would be arranged in priority to berth if she did not change crew before entering China.
The vessel is required to stay at anchorage until 14 days afte rembarkation by the sign-on crew at a last foreign port.
