On April 9, Dalian Municipal Government issued a circular on the guidance accelerating the construction of an ocean center city in Dalian.
Dalian is located in the center of the Northeast Asian economic circle, with outstanding geographical advantages. It guards the Bohai Strait and has many excellent harbors. It is the most important comprehensive foreign trade port in northeast China.
The construction target of Dalian Ocean Center City is divided into two stages
The first stage: Building an important ocean center city in north China by 2025, and double the value added of marine economy compared with that of 2018.
The second stage: By 2035, it will be built into an ocean center city in northeast Asia, realize high-quality development of marine economy, and form a modern marine industry system supported by strategic emerging marine industries and modern marine services.

2. High-quality development of modern marine industry.
3. To build a marine science and technology innovation highland.
4. Strengthen the construction of marine ecological civilization.
5. Comprehensively improve the capacity of marine governance.
