With an annual throughput of over 1 billion tons, Ningbo-Zhoushan Port is the world’s largest port in terms of cargo throughput. At present, 12 licensed players are supplying marine fuel oil for vessels on international voyages with a fleet of 50 bunker barges. In 2018, the amount of fuel bonded fuel oil supplied has reached 3.59 million tons.
In 5 months’ time, low-sulfur cap of the IMO 2020 will be in effect, bringing the world into the new era of low-sulfur marine fuel oil.
In the forum of Marine Fuels 360 held in Shanghai last week, Mr. Yu Bin, from China (Zhejiang) Pilot Free Trade Zone, made an introduction of the bonded bunker fuel supply at Ningbo-Zhoushan Port.
Facing to the opportunity and challenge, Zhoushan will be speeding up to bring about an industrial system for low-sulfur production locally, by striving to gain favorable policies including possible tax rebate and creating an open, enabling environment for efficient business operation. In order to strengthen the role as the No.1 bunker fuel supply port in China, Zhoushan’s now building a bonded bunker fuel supply center for Northeast Asia, focusing on six points.
First of all, Zhoushan will be speeding up in bringing up an industrial system, supporting low-sulfur MFO, to make sure the low-sulfur MFO will take its place seamlessly in the fourth season of this year.
Secondly, Zhoushan will keep improving the trading system as well as bettering the Zhoushan Bunkering Index. With an increasing clearing amount and trade volume, the Zhoushan Bunkering Index will be more influential in the future.
Thirdly, by clustering the international brands, Zhoushan’s trying to bring up headquarters economy. By further opening up its market and letting the market mechanism play its role, it’s now attracting international bunker suppliers including Hyundai, SK to establish a presence in Zhoushan. And Zhoushan’s now in talks with Chimbusco global headquarter for bunker supply. In the future, Zhoushan will be in a leading host to headquarters for bunker supply in China.
Fourthly, Zhoushan’s building an international maritime service base that is going to cover more areas of the industrial chain. By taking full advantage of the opportunity brought brought by IMO low-sulfur cap, it will be expanding services for vessels on international voyages to cover more of the maritime industrial chain with MFO supply as the starting point.
Fifth, Zhoushan’s trying to be a part of the integrated bunker supply market of the Yangtze River Belt by constantly enhancing port services. It will further enhance the level of port service in accordance with international standards, and better the environment for business operation.
Last but not the least, Zhoushan’s building a large, dedicated bunker oil supply base with improving logistics and infrastructure. It’s moving forward with a special planning of bonded MFO anchorage in Zhoushan’s water space. New anchorage area has been developed and 17 new berths added in Mazhi Anchorage and Tiaozhoumen Anchorage. And new berths will also be built in Lvhuashan Anchorage.
