China will build up its protection of marine ecological environment and realize sustainable marine development, according to an official with the Financial and Economic Affairs Committee of National People's Congress (NPC) Standing Committee on Sunday.
Yin Zhongqing, vice chairman of the special committee, briefed on the supervision work by the NPC on the sidelines of the second session of the 13th NPC.
In December last year, the special committee carried out a special research concerning a report of the State Council in developing marine economy and speeding up the construction of a great marine power.
Yin said, "Right now, our country has a high exploitation rate in developing land area, so caring about, knowing about, walking toward, exploiting and managing the sea have become the unavoidable way in opening up new space for development, breeding new economic industries, forging new engines for economic growth and establishing new shields for sustainable development in the new period and the new era."
Yin noted that the special committee has forwarded several suggestions concerning the report from five perspectives.
"Taking advantage of the sea in a scientific way. [We] hope our country will build a great maritime power via enhancing top-level design, strengthening integrated management of the sea, improving the law and regulation system, coordinating the near-shore and offshore development, rationally exploiting resources of coastline, mud flat, shallow sea and reefs, while taking into account the development of deep sea, short sea and polar regions," Yin said.
Yin said work is underway in revitalizing the sea with helps from various industries; and boosted by technology.
"Protecting the sea from an ecological perspective. [We should] treat equally the utilization and exploitation [of the sea] as well as the management and protection, efficiently lower the pollution from land to the sea, reinforce the ecological environment protection of the sea, and achieve a harmonious and sustainable development between human and the sea. Opening up the sea. [We should] build an all-round marine cooperation system, better protect territorial waters, control coastal waters and step into the deep sea, walk toward the distant sea, even the Antarctic and the Arctic, while developing marine economy, safeguarding marine rights and interests, and ensuring marine security," said Yin.
China's marine economy had seen an average annual growth rate of 7.2 percent since 2012, reaching 7.76 trillion yuan (around 1.12 trillion U.S. dollars) in 2017.
China's annual "two Sessions" - the annual session of the National People's Congress (NPC), and the annual session of the Chinese People's Political Consultative Conference (CPPCC) National Committee - are currently taking place in Beijing and providing opportunities for legislators and advisory members to gather in the Chinese capital and offer opinions and plans for the country's future.
